This major new building will be constructed within a fully operational campus in central Oxford’s historic conservation area.Defence and National Rehabilitation Centre, BS Stanford Ltd and Ministry of Defence (MoD), UKThis high profile £300M charitably funded project will deliver world class clinical rehabilitation to injured servicemen and women in the Grade II* Listed Stanford Hall and its Registered Parkland Estate. Tim managed a multidisciplinary team from concept design to handover over an 8-year period. The planning process achieved a delicate balance between restoring the heritage significance of the Estate and the need to accommodate extensive major alterations and extensions to historic listed buildings with a high standard of accessibility and security including compliance with counter terrorism measures. The unique nature of the project and the sensitive historic character of the site necessitated extensive collaborative joint working in partnership with the local planning authority, Historic England and numerous statutory consultees concerned with preservation of specific aspects of heritage and environment.

The project received the RoSPA Gold Award for excellence in health and safety.Cancer Treatment Centre, Guy’s & St Thomas’ NHS (Foundation) Trust, LondonTim managed the pre-construction phase of this £144M new build project delivered through ProCure21 using NEC Option C.Retained Estate Programme, UHNS NHS TrustAs Programme Manager for a diverse programme of 50 refurbishment and alteration projects using NEC Option A. Tim reconciled the need for flexibility of scope and time against a background of uncertainty and scarcity of capital funding delivered on budget and schedule.High Containment Laboratory, Institute for Animal HealthAs project leader for the design and construction of a £10M SAPO4 and ACDP4 high containment interim facility.

Programme ChrySalis, Health Protection Agency, Porton Tim worked closely between the PMO and the design team to reveal the extent of infrastructure works and true cost of developing an apparently suitable site prior to acquisition.Milstein Laboratory, Cambridge Antibody TechnologyTim developed an innovative procurement strategy which included four separate concurrent NEC Option A contracts with an incentivised 2 stage strategy. The project was short-listed for an award by Movement for Innovation (M4I).Biotechnology Laboratory, Acambis (Peptide Therapeutics)Tim formulated, managed and co-ordinated multiple concurrent NEC Option A contracts within an integrated procurement strategy to minimise the cost of construction and preserve his client’s capital.Human Nutrition Research, Medical Research CouncilTim managed the delivery of this biotechnology laboratory on time and budget and without claims or disputes using NEC Option A.Innovation Laboratory, IntercytexTim tailored the procurement strategy to preserve Intercytex’s valuable capital base which has enabled them to focus their investment in advancing their research bringing ground breaking biopharmaceutical products to the market using NEC Option A. Project Fujita, Cambridge Antibody TechnologyAs Project Manager for this biological support unit, Tim ensured that it was delivered on programme and budget using NEC Option A, securing Home Office approval of the facility.
