As an independent Owner’s representative, I provide technical and management expertise serving as an extension of the Owner’s staff responsible for the overall program. In this position I have managed the due diligence process to support the acquisition of large commercial properties as well as managed the scope development, project team assembly, design, permitting and construction phase of multiple institutional building and infrastructure projects ranging in value from $5M to $260M. Develop and manage the total budget through negotiation of design and construction contracts, review and approval of invoices and contract change orders. Develop and monitor master project schedule to ensure compliance of all project team members and initiate corrective actions to recover delays as necessary. Facilitate design and construction coordination meetings and other project meeting and foster overall collaboration and communication among project contributors throughout design and construction phases. Prepare Requests for Proposals and manage overall procurement process to engage Architects, Engineers, Independent Cost Estimators and other specialty consultants to support design and permitting efforts. Overseeing feasibility study and design phase to ensure the design is responsive to the end user’s program requirements and project budget constraints and regulatory approvals are completed timely. Issue Requests for Bids or Proposals and manage overall procurement process for selection of General Contractors or Construction Managers, depending on the construction delivery method selected for the project.  Monitor construction progress, quality and contract compliance and review and act on invoices, payment requisitions and change orders. Oversee the work of internal support staff including assistant project managers and on-site field representatives.

As a Project Manager in the Civil/Site Engineering group, I focused on land development projects with a complex set of permitting and design challenges. Drawing from my experience as a land development consultant and in a direct capacity with a real estate developer, I provided clients with context sensitive solutions and implemented permitting strategies and technical design decisions to move projects through the regulatory process and into construction. Manage the overall land development project cycle, beginning with site feasibility and engineering studies, completion of permitting and construction documents and construction phase services. Execute permitting strategy and provide project representation before state and municipal permit granting authorities to obtain necessary project approvals in the most efficient and timely manner possible. Maintain current knowledge and understanding of the regional economic, political and regulatory factors affecting the permitting, construction and operational compliance and advise clients accordingly. Direct and manage the work load of the civil/site engineering staff and provide technical guidance and oversight through the design development phase. Maintain project budgets and schedules in order to track work progress, meet critical submittal dates, coordinate the efforts of subconsultants and generation and collection of revenues. Contribute to the development of new business through preparation of proposals, networking through industry forums and events and maintaining strong relationships with past, present and future clients.

Responsible for development of large scale multi-family housing projects for the New England Division of one of the Nation’s largest housing developers, beginning with the feasibility period through completion of all regulatory approvals. Project experience includes single family subdivision and townhouse and garden style condominiums.  Collaborated with Land Acquisition group on potential land deals in performing due diligence efforts to determine potential density and product mix and analyzing permitting requirements for the preparation of Feasibility Studies and approval of Asset Management Committee for project funding. Evaluated pipeline of raw, approved, and infill deals and prioritize acquisitions in order to achieve closing goals and serve targeted consumer groups in preferred sub-markets. Developed project entitlement budgets and schedules and assembled and managed team of environmental, land planning, engineering and architectural consultants to develop site designs and obtain all necessary approvals. Worked with permit approving authorities including local Boards and Commissions as well as state agencies to present projects, gain consensus and negotiate conditions of approval. Conducted community outreach to promote projects and negotiate agreements with abutters to resolve disputes and mitigate project impacts. Communicated internally with Sales, Finance, Construction and Purchasing departments to ensure that project approvals were understood, conditions were met and successfully transition into the construction and sales phase.

After gaining a strong professional foundation at a leading engineering consulting firm, I joined one of the founding partners and a select group of former colleagues at the start up of an innovative model in multi-disciplined civil engineering consulting firms as the lead Project Civil Engineer, playing a key role in all phases of the permitting and design process. Lead due diligence evaluations of new and existing sites for retail, commercial and residential developers throughout New England, including compiling existing conditions plans from GIS data, research of zoning bylaws and available utilities, performing site visits and gathering all pertinent information necessary to determine project feasibility and development of conceptual site plans. Developed design for highway projects ranging from traffic mitigation plans to large scale highway interchange projects in support of proposed development plans. Completed local and state permitting process for private and public clients on projects of all sizes from conceptual layout to final design including preparation of reports and applications, development of site layout and grading plans and stormwater management and utility designs and attendance at public meetings. Prepared final construction documents and performed construction phase services including coordination with town and utility companies, assistance in obtaining permits and monitoring and reporting construction progress.

Beginning at VHB in the Northeastern University Coop program, I was hired on as a Project Engineer immediately after graduation and assumed a lead role in a variety of projects for both public and private clients, specializing in providing due diligence, permitting, design and construction phase services for private real estate developers.
