Duties include assess progress in assigned program including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. Plan, organizes, and coordinates activites of functional specialists including contracting, engineering, manufacturing, program control, configuration and data management, test and logistics. Reviews and directs the progress of contractors in meeting program objectives. Prepares and presents staff studies for presentation to the Program Director and other management officials.

Crisis action manager, strategic planner and protocol officer for 4,400-member Air Force Cadet Wing. Manages higher headquarters (HQ) data calls/taskings and provides guidance on all requests related to military training and education. Provides requirements for Commandant of Cadets' speeches, briefings, interviews, boards. Responsible for writing all Commandant of Cadets speeches. Ensured that the Commandant had all the vital information for briefings. Coordinated with Public Affairs to provide cadet panels for Distinguished Visitor Visits, such as Chief of Staff of the Air Force, U.S. Senators and U.S. Congressmen. Voluntarily produced a "Day in the Life" orientation video for the Commandant that became the Official US Air Force Academy Cadet video shown to Distinguished Visitor and all cadet recruits and family.

Led 20-member integrated product team; 8 partner countries' requirements. Managed cost, schedule, and technical performance of $60M F-35 Low Observable supportability development effort. Coordinated with Air Force Research Labs on relaxing environmental restrictions for repair materials tripling operational flexibility. Organized and led SLO Technical Interchange Meeting. Welcomed international partners for the first time which was a huge confidence boost for all stakeholders. Led refinement of environmental equipment configuration which reduced logistics footprint by 50% & avoided a $3M cost. Demonstrated repair verification radar onboard USS Eisenhower which resolved key shipboard compatibility concerns among U.S. Navy HQ. Planned and executed a superb LO maintainability brief to OSD & Joint Staffs which garnered tremendous program support from the SecDef. Also, facilitated SLO disclosure approval for participant countries. This action maintained vital international commitment to program.

Led a team of 25 USAF/Navy officers, enlisted, civilians and support contractors. Managed a $43M annual budget. Led the development and implementation of procedures & infrastructure for 1,200 Joint and International personnel. Managed manpower, personnel, training, facilities and policies for 270+ USAF/USN/USMC/int'l personnel. Worked directly with Services, Joint Chiefs of Staff & OSD; solved admin & logistics issues with SECNAV, SECAF. Advisor to 2 Flag officers/SES /O-6s regarding personnel actions crucial to future success. As Contracting Officer's Technical Representative, I administered 3 support contracts valued at $50M. Determined award fee percent for F-35 Information Technology and Integrated Product Team contractors. Authored the F-35's award-winning package for the USAF's Outstanding System Program Office for 2007.

Knowledgeable with DoD Directive 5000.1 and DoD Instruction 5000.2. Performed business case analysis for OSD-directed Performance Based Logistics study for the F-35 Program Office. Led the Support Systems IPT team monitoring of all contractor cost, schedule and performance parameters. Supervised the F-35 Business Case analysis, keeping it on track for contractor performance and with Title 10 compliance. Struck a balance that enabled a robust government core software sustainment initiative and preserved contractor incentives. Led a cross-cutting activity that resolved 188 critical issues and gained credibility with F-35 sustainment cost model. Created greater fidelity for F-35 fleet operation and sustainment costs with international partners buy-in keeping funding on track.

Led all administrative activities in a 250+ civilian/military group consisting of three squadrons supporting over 400 avionics systems. Executive officer to GS-15 and Lt Col. Responsible for equipment valued at $1.2B. Set the example for others with a professional appearance and a confidence and tactful demeanor.

Managed defensive systems flown on C-5, C-17, C-130 and HH-53 aircraft that included the Large Aircraft Infrared Countermeasures (LAIRCM), Directional Infrared Countermeasures (DIRCM) and various other wide band microwave receivers. Awarded a $2.5 contract vital to the support of F-16 worldwide contingency operations. Led critical MC-130 modification program that enabled the delivery of Combat Talon II aircraft to SOCOM for special operations forces. Developed a Performance Based Logistics contract for sustainment of the ARC-190 radio systems.

Program manager of a $70M budget that supports procurement, repair and modification of multiple F-15 TEWS systems. Assembled investigation team, consisting of 12 personnel, and led the effort for deployed F-15 aircraft internal countermeasure failures that put aircrew at risk during Operation Iraqi Freedom. Inspected multiple squadrons (42 aircraft), worked with manufacturer and implemented maintenance changes for entire F-15 fleet that reduced in-flight countermeasure failures by 65%. Crafted a depot 3-phase modification plan for $19M depot program ensuring F-15 system supportability through 2025. Exhibited adept problem solving skills with detailed oriented approach.
