Global Defense Reform Program (GDRP)-Bosnia and Herzegovina Planning Programming, Budgeting, and Execution (PPBE) technical advisor responsible for procurement reforms to align resources to strategy and improve system vulnerabilities. The primary advisor task is to align with NATO standards and improve efficiencies that will help the Armed Forces (AF) BiH maintain force readiness. Monitored Booz Allen Hamilton’s work in support of various Department of State USAID construction projects. Responsible for negotiating two contract renewals and for the design, development and oversight of three multi-million dollar projects for: (1) Computer Based Training Program; (2) Personnel Management Information System; and (3) Logistics Information System.

Program Manager responsible for a Defense Modernization Program supporting the Saudi Arabian Armed Forces in the areas of Logistics Maintenance Management (338 Light Armored Vehicles), Acquisition, Foreign Military Sales (736 Light Armored Vehicles [LAV-25A2 and variants]), Training (Logistics, Maintenance, Gunnery Maintenance, Supply Chain and Ordnance). Developed technical proposals and participated in negotiations with US and Saudi Government for 3 year, $500 million dollar contract.

Program Manager responsible for Curriculum Development, Program of Instruction development and for teaching over 100 Sudanese General Officers in a series of 8-week, 280-hour Programs of Instruction on Democracy, Leadership, Security Strategy Development, Military/Strategic Decision-Making, Force Management and Command and Staff Skills—This was the equivalent of a War College short course based on US Army standards and directly supported U.S. Department of State efforts in the Security Sector Transformation of the Sudan People’s Liberation Army. Developed and negotiated follow-on contracts for similar training projects with the Ministry of Defense.
