Prime Contractor Safety • Liaise and communicate with client management and HSE department and sub-contractors on all HSE matters.• Provide Prime Contractor Safety support for CPECC as EPCM projects at PetroChina (formerly Brion Energy) Ft MacKaySAGD U/G Firewater install, FRP building trench system redesign, Load out piping system & Gas Cap Pressurization (inlineheater) projects.• Facilitate Indoctrination, safety training requirements, safety program elements, coordination of safety aspects (i.e.Permits, Reviews, departmental authorizations, operational processes and construction activities during operations in livefacility).• HSE coordination for Construction, monitoring compliance, advising and coordination of HSE activities and requirements.• Review, Audit and monitor compliance to Project Safety Plan, OHS Legislation, Standards and Industry Best PracticeGuidelines and adherence of JSA’s.• Provide HSE Support to Clients Operations, Construction Management, supervision, contractors, vendors and crews.• Successful health and safety completion of multiple projects without incident.

Responsibilities
HSE Consultant-South Saskatchewan pipeline transfer facilities & construction .
Report to the PMC Corporate HSE Manager, PMC Construction Supervisors and PMC Facility Safety Manager .
• Monitor, advise and coordinate on HSE activities and compliance at multiple facilities, acting as Owner Rep & Prime Construction Contractor HSE Advisor reporting to PMC HSE Mgr @ Facility to ensure compliance with Sask. OH&S Regulations , Safety programs and Industry Standards relevant to operations & construction.Review, monitor and audit the Projects Safety Plan (PSP) and Standards, the Projects ERP and Traffic Management Plan (TMP) and Work Authorization Procedure (LOTO)
Responsibilities:
− facilitate & ensure PSP training and operating procedures meet requirements
− Support coordination of Project Hazard Analysis (PHA), audits and Mechanical Equipment Integrity inspections;
− Verification on action items resulting from PHA’s, audits, incidents and inspections;
− Overseeing the Management of Change (MOC) process through closure and Safety Reviews at each facility;
− Verify and monitor change to each facilities on-site orientation program to reflect current information
− Liaising with facilities and contractors management and HSE to ensure the development of efficient preventative maintenance procedures and processes are utilized.
Accomplishments
Assisting in stabilizing and mitigating the projects (TRIF) Incident Rate through to project completion.

• Manage, Coordinate & advise contractors on Safety efforts, Site Safety Policies and Procedures, Client Safety Policies and Procedures, Industrial Safety Standards & the interpretation of the OH&S Act and Regulations as per Industrial Construction and the Oil & Gas Industry. Provide proactive leadership in worksite risk assessments and inspections, recommend and gain mgmt. support for corrective actions/measures & assist in the proactive identification and tracking of developing trends, leading/lagging indicators. Assist & liaise safety responsibilities and accountability bringing closure to risk identification through implementation of corrective actions, control measures, follow ups and frequent monitoring and Coordinate incident investigation closure with multiple contractors and sub-contractors, advise, recommend & developed corrective actions, control measures and follow up to assure effectiveness. Maintain documentation and develop communications relevant to site health and safety performances. Advise and recommend on documentation, record keeping and produced reports for improvements and record maintenance & production of safety sensitive statistics .• Perform & maintain scheduled site inspections, develop and recommend controls for identified risk. • Advise on elimination and/or mitigation of production and safety considerations & liaise safety activities for multi-trade contractors via Safety Representatives, Contractor Management and Supervision. • Monitor effectiveness of safety program requirements, assess safety program elements for compliance and prepare for site wide and/or targeted safety audits• Advise on specialized areas; i.e. fire regulations, compressed gas storage, controlled products and hazardous substances, elevated noise levels, machinery safeguarding, high angle/ fall protection, confined space entry and energized system isolation• Administer site orientations, safety meetings and lead targeted task audits
