POLICY PROGRAM DEVELOPMENT • Manages the United States government-wide Controlled Unclassified Information (CUI) program• Formulates and develops policy positions and recommendations, including analysis of law, regulation, legislation, and government-wide policy, as they relate to information management programs across the government• Serves as the senior advisor to the Information Management and Classification Interagency Policy Committee (IPC), convened by the president of the United States and chaired by the National Security Council (NSC), focused on reviewing and modernizing federal information management and classification policies.• Evaluates all executive branch agency CUI annual progress submissions for inclusion in Information Security Oversight Office’s (ISOO) Annual Report to the president of the United States.CONGRESSIONAL AFFAIRS• Serves as liaison between Members of Congress, congressional staffers and committees on all inquiries related to national priority programs• Prepares senior leadership for congressional briefings and hearings• Initiates engagements with industry and cyber subject matter experts and telecommunications providers (e.g., cloud services, infrastructure, and IT security) to identify opportunities for automation and advanced technology including AI and machine learningHUMAN CAPITAL STRATEGY• Collaborates with the ISOO Director and Chief of Staff to create human capital strategies focused on change management, workforce planning, acquisition and development, performance management, as well as personnel engagement and retention with a special focus on recruitment and hiring incentives.• Supervises professional staff of early and mid-career Policy Analysts, chairing hiring panels to fill key positions and align the organization’s resource pool with its goals and vision to reduce skill gaps and increase opportunities in the future.

POLICY PROGRAM DEVELOPMENT • Created, developed and delivered enterprise-wide Department of Air Force (DAF) Controlled Unclassified Information policy. Policy was then used as baseline guidance for the development of all US and International base command policy supplements• Managed DAF public-facing website, which highlighted policies, upcoming events, and key actions.• Managed and served as the technical authority in senior-level information systems working groups which included representatives from the White House, NARA, ISOO, other executive branch agencies, external key stakeholders and the general public• Developed and deployed enterprise-wide training and awareness programs, on CUI responsibilitiesCONGRESSIONAL AFFAIRS• Prepared DAF legislative proposals focused on innovation, expanding and improving information sharing capabilities, and agile information management and safeguarding• Served as a liaison between Members of Congress and their staff, as well as committees regarding legislation where the DAF and DoD had shared equity INFORMATION SECURITY COVID RESPONSE• Developed and delivered tactical and strategic Information Services policies in response to COVID. Created and developed hardware deployment plans, security & information risk procedures for remote workers and productivity KPIs. HUMAN CAPTIAL PROGRAMS• As part of small cross functional Tiger team collaborated with DAF headquarters and Senior Executive Service (SES) leadership to update ways of working for COVID-era employees including job description reviews, and determination of essential employees • Initiated discussions with Human Resources of Information Services hiring and recruitment enhancements including establishing larger hiring grades and initiating paid relocation benefits

POLICY PROGRAM DEVELOPMENT – INFORMATION MANAGEMENT• Identified, developed and delivered security processes necessary to protect classified as well as sensitive unclassified information, with strict adherence to NISPOM, ICDs, applicable federal regulations, Executive Orders and DOD regulations.CHANGE MANAGEMENT• Developed change management process proposals for BAI leadership recommending enhancements to the overall operations of our Navy Yard support team, which included redirecting efforts and resources to ensure mission success.INFORMATION MANAGEMENT ONBOARDING• Led personnel security program, pertaining to the adjudication, initiation, recertification, and continual maintenance of security clearances, while utilizing personnel security databases such as JPAS, DCII, and SII.• Supervised the onboarding and exit processing of key security personnel, to include initial and annual trainings, debriefings, termination briefings, counterintelligence briefings, operations security briefings, foreign travel briefings, and event specific trainings.

POLICY MANAGEMENT• Provided analysis and program management oversight of policy and budgetary issues related to physical, personnel, acquisition, and information assurance security for the Security Division of the FBI HUMAN RESOURCES• Conducted security verification of clearances of potential new hires in the FBI’s Human Capital Office• Identified linguistics and foreign services experience of potential candidates to supplement the counterterrorism talent resourcingTRAINING DEVELOPMENT & DELIVERY• Administered security education and training for both government and contract personnel on several topics, including counterintelligence briefings and operations security briefings.• Conducted initial and refresher briefings for personnel on the necessity of properly classifying and safeguarding classified and sensitive unclassified information.

PROGRAM DEVELOPMENT• Designed and executed an import/export roundtable, entitled “Estonia Day in Washington DC,” in conjunction with the SBA Strategic Partnerships Incubator and the Estonian Embassy.• Led the planning and coordination effort for the SBAs inaugural Main Street Road Tour, (five states and eleven cities along the Delta) aimed at elevating the impact of Main Street small businesses, on the U.S. economy.• Assisted the SBA Chief of Staff with preparing and organizing agency priorities, in support of the 2016 Global Entrepreneurship Summit.CONGRESSIONAL AND GOVERNMENTAL AFFAIRS• Participated in top-level budgetary meetings with senior agency officials, other federal agency officials, White House staff, congressional staff, trade officials, and business association representatives.CONSTITUENT RELATIONS• Staffed Ms. Maria Contreras-Sweet, the 24th Administrator of the SBA, on all official national and international travel• Traveled across the country advocating for small business owners and entrepreneurs, promoting SBA resources, and fostering economic opportunities.POLICY DEVLEOPMENT• Drafted policy for the White House Rural Council, in support of SBA initiatives and sustainable community development.HUMAN CAPITAL PROGRAMS• Collaborated with SES leadership to develop and implement new performance metrics for field office accountability and redistribution of full-time equivalent positions (FTE’s), throughout SBA’s 68 district offices.
