Responsible Systems Engineer and Technical Lead for all UK IRCM Programs. Subject matter expert and consulting engineer on many other IRCM Programs on military, civilian, and dual-role aircraft, and related process improvement activities. Provide guidance and mentoring for newly hired engineers while esablishing common core processes and driving improvement. Provide technical leadership on regularly scheduled and ad hoc technical interchange meetings with Customers. On-call responsibility to respond to and resolve Customer questions and issues about IRCM deployed equipment used in an operational setting in an ITAR and EAR export-controlled regulatory environment.

In addition to existing international and domestic installation tasks, additional responsibility was added with respect to product support of current installed DIRCM technology, such as Small Laser Transmitter Assemblies (SLTAs), UV MWS sensors, HMI equipment including CIU, and integrated approaches to DIRCM command and control. Continued targeted efforts for the UV MWS product in concert with the UK, culminating in a development contract award to develop updated equipment, software, and procedures.

Assumed responsibilities for all domestic DIRCM installations in addition to previous responsibilities for international DIRCM installations. Continued technical activities to provide advice and consulting for various development efforts. During this time, investigations began in concert with the UK with respect to seeking significant improvements in the UV MWS product. This has involved extensive testing, data analysis, and new prospective software and process design to push forward the heretofore mature technology. Impacts and changes to several OFPs, Logistic products, and maintenance philosophy were addressed.

Managed a team and provided technical leadership as a dual-role manager for all international IRCM installations, including the AN/AAQ-24(V) DIRCM system, and the AN/AAR-54(V) MWS. Also, led or provided technical consulting services to various product development efforts, including significant re-vamping of all UK installations to update and upgrade installations to current, and in some cases improvements over current, standards.

Lead systems engineer for the installation of the NEMESIS AN/AAQ-24(V) Directional IRCM systems numerous programs, including the Australian Wedgetail Program, MMA P-8 EWSP, Australian MRTT, CV-22, and others, while performing systems engineering tasks for future business applications and continuing support to LAIRCM and other NEMESIS programs. Support mostly foreign marketing efforts for the NEMESIS and the AN/AAR-54(V) missile warning system. This involved some system-level re-design to support unique aircraft and missions. This often involved direct contact with or support of foreign governments and military forces or foreign contractors. Primary technical point of contact for most of the NEMESIS foreign marketing efforts. Delivered briefings to company management and technical personnel and developed ITAR-savvy briefings to various prospective customers, including writing of the technical proposals and Statements of Work for proposed sales. Designed software interfaces and wrote software requirements specifications for software test tools to be used in support of early development and systems-level testing of the AN/AAQ-24(V). Developed initial design verification test plan for the AN/AAQ-24(V). Directly responsible for portions of the FCA/PCA effort for the AN/AAQ-24(V). Developed processes for resolving issues within the FCA/PCA that were used as the model for other LRUs within the defensive suite.

Supervisory and management responsibility for Integration and Test of spacecraft-based Defense Support Program (DSP) Infra-Red (IR) sensors at offsite Associate Contractor facility. Group consisted of up to 18 engineers and technicians responsible for all hands-on Integration and related activities regarding the $70 million-each DSP IR sensors both at the Associate Contractor facility and at the launch facilities at Cape Canaveral AFB. Responsibilities involved all aspects of Post Production Support of the Aerojet Sensor System including test, repair and limited redesign of flight hardware and EAGE/MAGE equipment, covering both hardware and software. Efforts have included support of three separate launches, two of which were on expendable launch vehicles, the third being on STS-44 (Atlantis, November 1991). Also responsible for Cost Account Management for our Department’s accounts, amounting to about $20 million. This involved budget estimating and tracking, proposal writing and inputs under the C/SCSC accounting system.

Program Manager of Technical Publications for the Northrop Peacekeeper effort. Responsible for field implementation of Engineering Change Proposals (ECPs) via Time Compliance Technical Orders (TCTOs). Project Manager for LSA (Logistics Support Analysis) Update, and Post Production Support programs for the Peacekeeper guidance system (Inertial Measurement Unit - IMU). Responsible for simulation and estimating of field support requirements. Duties often required close technical work with manufacturing activities to research problems in supportability; essentially, a technology troubleshooter. This sometimes involved re-design or reprogramming of deliverables by changes to in-house production, and sometimes off-site visits to subcontractors to fix problems. These activities required extensive contact with the USAF Systems, Logistics, and Strategic Air Commands to ensure contractual, technical, and fiscal compliance across the entire field maintenance and support effort. Cost Account Manager for the Technical Order, LSA, and various ECP accounts as they related to field support efforts.

Branch Program Manager for the USAF DSP satellite system, a space-based infrared telescope system for missile launch warning. Directly responsible for managing contractual and technical activities of Integrating Contractor of the DSP satellite under a $950 Million contract. Test Manager of the USAF Flight Readiness Team for three separate satellite launches on Titan IIIC or Titan 34D launch systems. Directly responsible for Go/No-Go satellite launch readiness decision. Responsible for Integration and Test activities of Integrating Contractor during systems-level integration of sensor payload to spacecraft bus. Primary Technical Leader for all Contract negotiations as well as ECP review and approval. Involved from CDR (Critical Design Review) through FCA/PCA (Functional/Physical Configuration Audits) and launch of current systems, and PDR (Preliminary Design Review) of follow-on block buy. Also involved in independent assessments of technical and cost aspects of the ASAT/F-15 (Anti-Satellite) missile program. Formed cadre team involved in initial set up of the program office for the Boost Surveillance Tracking System, the forerunner of the current SBIRSS. Duties involved early system concepts and preliminary industry discussions.
