With extensive experience in energy and climate policy for over 15 years, I was Federal Assistant Minister for Industry, Energy and Emissions Reduction. Together with the Prime Minister and portfolio Minister I implemented the government's technology-focused plan to build Australia's clean industrial future and toward net zero emissions by 2050. Passing the legislation for Australia's first Offshore Electricity Infrastructure framework, I kick-started the development of Australia’s offshore wind industry by declaring areas for assessment and signing off on enabling regulation. I also set the strategic direction of Australia's energy efficiency policy, standards for consumer products and energy microgrids. My engagement in energy and climate started by studying carbon accounting 15 years ago, and has continued through postgraduate studies, policy analysis and advisory work, and participation at United Nations Framework Convention on Climate Change Conferences, then serving as Minister. As Chair of the House of Representatives’ Economics Committee, I ensured the Reserve Bank of Australia and the competition, prudential and investment regulators were held publicly accountable. Key to my tenure was the implementation of the recommendations of the Royal Commission into misconduct in the banking, superannuation, and financial services industry and drove accountability across the sector. As a member of the Joint Committee on Intelligence and Security I oversaw the governance and capacity of the national intelligence community, including domestic, international and defence intelligence, to address threats such as cyber threats, terrorism, foreign interference, and espionage. While Australia’s Human Rights Commissioner, I worked with government on protecting civil liberties in an age of tightening national security laws. I contributed to the inquiry that led to the release of children from onshore detention, coordinated Australia's religious leadership on respecting freedom of religion in a pluralist society, and secured the support of indigenous leaders to reform the use of native title land for economic development.I’ve been a Board Director for a public hospital network and university, a Policy Director for a think tank, and an advisor to corporate and industry clients across the world. My book 'The New Social Contract: Renewing the Liberal Vision for Australia' was endorsed by Australia’s Prime Minister, and its conclusions were adopted as policy.

Assistant Mininster For Industry, Energy And Emissions ReductionDepartment Of Industry, Science, Energy And Resources 2021 - 2022Canberra, Australian Capital Territory, AustraliaAs Minister, I worked with the Prime Minister and portfolio Minister and was responsible for policy relating to offshore electricity infrastructure, microgrids and energy efficiency and much of the public-facing advocacy for the long-term plan for Australia’s net zero commitment by 2050. The role involved engaging with industry stakeholders ranging from corporates, financiers, and industry associations to secure support for the development and implementation of legislation and regulation, and drive industry development. It also involved working with the Australian Renewable Energy Agency and Clean Energy Finance Corporation to deliver innovative and scalable projects. As Minister, we secured Australia’s first long-term target for net zero emissions by 2050 with the first comprehensive, economy-wide plan for delivery, including hydrogen and future fuels-specific strategies. We also passed offshore electricity infrastructure legislation and regulations to operationalise investment, and kick-started Australia’s offshore wind industry. -
Federal Liberal Member For GoldsteinParliament Of Australia 2016 - 2022BentleighAs an MP, I represented the people of Goldstein in the Federal Parliament. The role involved the management of stakeholders, and advocacy for community projects. I was nominated by the Prime Minister to be one of the trusted members of the Parliamentary Joint Committee on Intelligence and Security the oversights Australia’s national intelligence community and the ‘five eyes’ relationship in a secret environment. The committee oversighted agencies such as Australian Security Intelligence Organisation (domestic intelligence), Australian Secret Intelligence Service (international intelligence), the Australian Geospatial-Intelligence Organisation, Defence Intelligence Organisation, the Australian Signals Directorate (cyber security and resilience) and the Office of National Intelligence. The committee also assessed the listing of terrorist organisations and national security legislative reform. Throughout my tenure as an MP, I fought and won major national debates, including stopping the ratification of an extradition treaty with the People’s Republic of China, proposed changes to the dividend imputation system that would harm Australia’s self-funded retirees, secured improvements to Australia’s medical privacy laws and resolution of the protracted debate over marriage equality. While serving I also authored and published The New Social Contract: Renewing the Liberal Vision for Australia. The book demographically analysed the political challenges Australia faces and how to build a constituency for reform. The book received glowing endorsements from the Prime Minister and Treasurer, and its recommendations were adopted as policy by the government. I also served as Chair of the Parliamentary Friends for Action on HIV/AIDs, STIs and Blood Born Viruses, and successfully worked in a bipartisan fashion across the Parliament to secure access to treatment options for those not covered by Medicare. -
Chair, Standing Committee On EconomicsAbout The House – Australian House Of Representatives 2018 - 2021Canberra, Australian Capital Territory, AustraliaAs Chair, I led the Economics Committee which has a standing oversight function of the Reserve Bank of Australia, the Australian Securities and Investments Commission, the Australian Prudential Regulation Authority and the Australian Competition and Consumer Commission. The role involved regular stakeholder engagement with the leadership teams of the Reserve Bank and regulators, as well as public hearings into their governance and statutory responsibilities. The role also involved leading inquiries, including the oversight of the implementation of the recommendations from the Royal Commission into misconduct in the banking, superannuation and financial services industry which included oversight of Australia’s entire banking and financial services sector, including retail banks, insurance, superannuation, financial advisers, and mortgage brokers. It involved networking with the leadership of industry organisations and most major financial institutions of Australia, including retail banks. As Chair, the Committee had a reputation as a formidable oversight body leading major national debates, from developing the evidence base for government reforms in the superannuation sector, and as a platform for Australians against proposed changes to dividend imputation in the tax system. -
Australia'S Human Rights CommissionerAustralian Human Rights Commission 2014 - 2016Sydney, AustraliaAs Australia’s Human Rights Commissioner, I had responsibility for leading public engagement on Australia’s international human rights commitments under the International Covenant on Civil and Political Rights. The role involves working with the Sex, Age, Race and Disability Discrimination Commissioners, the Aboriginal and Torres Strait Islander Social Justice Commissioner and Children’s Commissioner, as well as the President, to coordinate the work program of the Australian Human Rights Commission and its legislative responsibilities. I was also held publicly accountable through the Senate Estimates process. As there was no Commissioner also responsible for sexual orientation and gender identity issues, I fulfilled those responsibilities for the Commission. I led nation-wide conversations with stakeholder groups about legal reform to conserve free speech while protecting marginalised communities from harassment, freedom of religion in a pluralist society and civil liberties in an era of tightening national security laws. Working the Aboriginal and Torres Strait Islander Social Justice Commissioner, we led a series of high-level roundtables with Australia’s indigenous leadership on the utilisation of native title land for economic development and secured support for reform. I also worked on the inquiry that led to the release of children and families from onshore detention centres. I also completed Australia’s first comprehensive report on laws for reform that discriminate against people based on sexual orientation or gender identity, which subsequently led to State-based law reform. The role also involved working with Australian embassies and equivalent Commissions, including working on projects to promote freedom of speech and religion in Vietnam, non-discrimination based on sexual orientation and gender identity in Asia and Africa, and representing Australia to the Free and Equal initiative at the United Nations General Assembly. -
