I served as TRA's owner's representative for the $250 million Solids Management Improvements Program at the Authority's 162 mgd Central Regional Wastewater Plant, responsible for all aspects of the project including design and construction contract administration. The project includes major overhaul of the facility's entire solids management system and includes the implementation of a Thermal Hydrolysis treatment process to produce a Class A biosolids product. Phases 1 and 2 were procured using a design-bid-build method and have a combined contract value of $40 million. Phase 3 of the improvements will be implemented using a Construction Manager At Risk procurement method and a Competitive Sealed Proposal procurement method. Phase 3 has an estimated contract value of $213 million. I retired from the program in September 2024.

I continued my work in the water infrastructure program managment business at Brown and Caldwell, where I worked previously from 1990 to 2001. I was a national resource for water related infrastructure programs with an emphasis on potable water projects.

I served as the Program Manager of the $2.3 billion Intergrated Pipeline Project for the Tarrant Regional Water District. The project is scheduled to be operational by 2019 and will move 350 million gallons of water per day over 100 miles to the Dallas-Fort Worth area to serve the growing needs of the DFW Metroplex.

Program Manager for the $280 million ASR water project for Wichita Utilities. Project diverted peak flows from the Little Arkansas River to the water treatment facilities and injection into the Equus Bed Acquifer for future use by the Wichita Water service area and its population of 500,000.

I have been involved in program management of water projects in 4 different states with budgets up to $2.0 billion. I have 36 years of experience doing capital project planning, design, construction. I assisted the Kauai Department of Water with the implementation of a strategic plan for the agency which included process changes, staffing enhancements, capital budgeting, planning, public involvement, and financing assistance.

The Board is responsible for overseeing a staff of over 400 and an annual budget of over $100 million. The District serves 1.7 million people through 59 member agencies in the Denver metropolitan area. Tom served on the Operations Committee and Executive Committee.

Initiated work on the City's $800 million Prairie Waters Project by leading the planning and assembling the team of design engineers and construction contrators to implement the project. I also built the Capital Projects Division within Aurora Water who's responsibilty it is to implement all of the Utility's $1.7 billion capital program for water, wastewater, and stormwater facilities for this City of 310,000.

I served on the program management team for the $250 million Point of the Mountain(POM) Water Project for the Metropolitan Water District of Salt Lake and Sandy. The POM project was a raw and treated water supply project to serve Salt Lake City and the southern portions of Salt Lake County.
