Our six research task orders to develop a variety of strategic healthcare technologies through the Pacific Joint Interoperability Testing Center (PJITC) research laboratory allows us to bring extensive Defense Health Agency solution expertise. I joined Qbase to help expand their IT solution business opportunities in health care and other government sectors. It was a pleasure to join former executives and inventors from LexisNexis, Apptis, and other leading companies to provide research, development, and hands-on consultation in data analysis and IT solution development. With healthcare organizations being deluged by data and data capture systems our research and products forged the path forward in electronic patient data solutions. Our solutions encompassed data translation, identity management, patient information security, data visualization, and healthcare data acquisition. We also offered a broad range of IT support and data engineering skills.

Provided business development, proposal subject matter expertise, and pricing strategy development for key corporate opportunities such as GSA Connections. Led successful healthcare initiatives in San Antonio in both the military and VA markets. Developed work and led the proposal for the winning Navy Medical Information Systems Support Activity (NAVMISSA) Program Management support contract. Led and recaptured the $60M Military Health Service Network Engineers and Specialist contract for a third consecutive five year term for a total value of $160M. Bid and secured two large IDIQ vehicles for healthcare services. Led and developed the Air Force NETCENTS II, Network Operations technical volume for URS’ bid as a prime.

Operational responsibility for the Apptis world-wide medical support activities of 140 on-site personnel and of the 20 person Systems Engineering Group in San Antonio, TX. Successfully executes the largest and most complex healthcare contract, a $45M IT support service contract of 75 personnel worldwide. He executes nearly half of the Apptis Health Care sector operations contracts. Provides near term technology maturity and long range technology integration consultation and assessments for Apptis and its customers. Proposed the Military Health Service (MHS) Enterprise Blade Server (EBS) Blades Operation Center (BOC) centrally responsible for the remote management of medical systems worldwide eliminating the need for on-site systems administration labor. Also proposed and won the AETC Surgeon General’s IM/IT Support program. AETC medical facilities include the two largest AF Medical Centers, Wilford Hall and Keesler and support over 9000 military health care staff.

Utilized his business acumen and technical expertise in directing the full scope of world-wide operations for the PlanetGov Healthcare Division (35 states and 7 overseas countries) along with managing other service opportunities originating west of the Mississippi. Planned and managed day-to-day operations and developed new business opportunities. In 2002, won PlanetGov's largest services contract for on-site network support services at DoD healthcare facilities for 5 years at $40 million. Represented PlanetGov to the customer and contracting agents and has authority to commit the company to contractual obligations. Proposed several major Veteran's Administration (VA) projects, VA wide wireless security (150 facilities), Local Area Network Upgrades for 20 Facilities, Wireless LAN upgrades for 10 facilities, and Video over IP based VTC and multimedia collaboration solutions at 10 sites. For his efforts he was promoted to Group VP for Solutions Development and Systems Integration

Proposed and won a $35 million three-year network design and upgrade contract for Air Force, Army and Navy hospitals. Evaluated and directed the organization to meet client needs while successfully ensuring a stable and profitable operation. Directed the engineering activities and develops standards and guidelines for a staff of 15 local and up to 100 professionals in the field. Ensured the timely completion of tasks within schedule and budget constraints. Orchestrated the goals and delegated duties to subordinates and subcontractors and ascertained assignments were completed as directed. Also served as NetStorm Engineering Manager for over 80 survey, design and deployment projects. Accountable for and has successfully managed these projects within the programmed budget and time frames. Use of innovative approaches to the work and project life cycle management skills ensured the success of these projects.

Senior staff consultant for systems and technologies to the Air Force Surgeon General and the Medical Chief Information Officer (CIO). Evaluated and recommended technologies for planning and deployment. Senior Program Manager for a $50M network infrastructure modernization completing 40 of 82 facilities. Established the network engineering activity and directed its first year of operations for the Tri-Service medical network infrastructure program office (TIMPO). Developed and defined IT policy and technical solutions at all corporate levels. Voting representative and technical analyst for the Medical Service to the standards committees. Chairman of a technical advisory group composed of the 10 regional CIOs. Directed fiscal life cycle planning for all major Air Force medical information systems and programs. Defended an annual operating budget of $120 million across more than 25 major programs and 82 medical facilities. Directed and led a staff of 19 professionals.

Developed recommendations for information systems technology policy and technical solutions at all corporate levels. Technical analyst for the Medical Service to the Air Force Joint Technical Architecture Configuration Control Board, and the DoD Technical Integration Working Group. Consultant and analyst for the Air Force Medical Service Technical Integration Working Group. Served as a focal point for fiscal life cycle planning for Air Force medical information systems and programs.

One of eight officers selected for an Air Force Institute of Technology scholarship to complete a master's degree. Completed research in computer systems and algorithms development, thesis on digital imagery and advanced image compression techniques with computational efficiency. Additional emphasis in database development, security, simulation, parallel computing, and graphics.

Served as Chief Financial Officer (CFO) and CIO for the largest outpatient operation in the Air Force. Supervised a staff of 12; planned, programmed, and executed an operating budget of $2 million; and directed all IM/IT operations. Activated an 80 bed contingency hospital staffed by 300 personnel and managed an operating budget of $5 million during Desert Storm.Closed Zwiebruecken Clinic after Desert Storm. Was the last officer to leave this 200 man operation. Terminated operations, ensured residual property was accounted for, and assisted in turning the property over to the German Goverrment.

Of my total 21 years of Air Force service, 11 years, from 1978-1990, included five assignments. This was spent in positions of progressively increasing responsibility in computer systems, fiscal management, and information management leading to both CFO and CIO positions at the medical facility level and also included a corporate level position at HQ Air Force Logistics Command performing multi-facility planning, implementations, and operations in medical information systems including systems deployment and design at four medical facilities, and oversight experience at three other facilities. These designs and implementations ranged from local area networks to computer facility construction planning. Also thoroughly experienced in financial programs, performance metrics, and bio-statistical programs techniques and processes. Other broad experience includes project management, and health care and business administration.
