Accountable for the performance of 36 Master Mariner and Mid-Level Mariner Instructors delivering training in Norfolk, Mayport, Pascagoula, Rota, and Bahrain and contract execution supporting the Survace Warfare School Command and Commander, Naval Surface Forces Atlantic Navigation, Seamanship, and Shiphandling Training (NSST) program. This is a Contractor Instructional Services (CIS) program to provide basic and advanced shiphandling training using a blended solution of classroom instruction and seminars and the GDIT Vship9 maritime simulators and GDIT Virtual Ship COVE III simulators for the warships assigned to the Atlantic Fleet .and Junior Officers graduating from the Basic Division Officer Course and attending the Officer of Deck Phase I and Phase II courses of instruction.

Mstclant Nsst Shiphandling Trainer, Naval Station Norfolk

Serves as a Senior Instructor at the MSTCLANT Navigation, Seamanship, and Shiphandling Training (NSST) complex. Delivers basic and advanced shiphandling skills, techniques, and procedures as well as the Bridge Resource Management to officers and Sailors assigned to the Navy ships stationed at Norfolk Naval Station and the Joint Expeditionary Base Little Creek Fort Story using classroom instruction and the GDIT VShip9 training simulators. Also, one of five instructors qualified for operations and training using the GDIT VShip7 COVE III simulator at the training sites in Rota, Spain, and Manama, Bahrain. To date, have conducted training for over 90 naval warships and 3,000+ students.

Norfolk, Virginia Area

Presented the Department of Labor Employment Workshops (DoLEW) for US military service members and spouses transitioning from military service as part of the DoD Transition GPS (Goals Plans Success) program. Workshop sizes are often 40+ people. Training includes information on personal appraisal, career exploration, job search methods, goal setting, professional networking, resume writing, interview preparation and salary negotiation.

Supported the Navy’s Surface Maintenance Engineering Planning Program (SURFMEPP) Activity. Served as Head of the Knowledge Management division and as the Activity’s Corporate Communications/Public Affairs Officer. Following contract completion, stood up the company’s Organizational Training program and served as the inaugural Organizational Training Manager. Developed the policy, plan, and process for the training program to meet federal, state and contract requirements and supported the Software Engineering Institute CMMI Model for Services Maturity Level 3 certification. Developed, delivered, and maintained an in-house Learning Management System (LMS) for scheduling, delivering, and tracking training across the company of 600+ people. Received numerous accolades from the CEO and President for this program. Strong proficiency in the use of SharePoint 2010 as a local site administrator and Adobe Connect v8.0 as an administrator.

3rd tour as a Commanding Officer. Supervised 550 military and civilian personnel spread over 10 locations around the world in all aspects of non-nuclear engineering training, high risk fire fighting training, and damage control training for 38,000+ engineers in the surface Navy. Implemented the use of metrics to improve organizational performances and processes. Managed a budget in excess of $14 million annually and military contracts valued in excess of $19 million.

Previous assignments at sea included serving as a 2nd tour Commanding Officer (CG 55), Reactor Officer (CVN 72), 1st tour Commanding Officer (FFG 41), Executive Officer (FFG 31), Reactor Training Assistant (CVN 70), Combat Systems Officer (DD 964) which included direct maritime combat operations, Anti-Submarine Warfare Officer (DDG 39), and Radiological Controls Officer (CVN 65). Shore assignments included servings as Assistant Professor of Naval Science at the University of Southern California NROTC Unit, as the Chemistry and Material Science Technical Instructor at the Senior Officer Ship Material Readiness Course (SOSMRC) in Newport, R.I., and as a Division Chief, Assistant Deputy Director, and finally Deputy Director for Politico-Military Affairs, International Negotiations and Multilateral Affairs of the Strategic Plans and Policies Directorate (J-5) on the Joint Chiefs of Staff in Washington, D.C.
