Climate and Energy Policy; Environment, Climate, and Transportation PracticeEstimated emissions for, compiled, and submitted the annual National Inventory Report of Greenhouse Gas Emissions to the United Nations Framework Convention on Climate Change. This report is also published on U.S. EPA's website each year under the title Inventory of U.S. Greenhouse Gas Emissions and Sinks. I was the lead on estimating emissions from waste combustion, non-energy uses of fossil fuels, and ozone-depleting substance substitutes, and on estimating carbon storage from landfilled yard trimmings and food scraps. I also conducted the key sources analysis and finalized the report's submission each year. My other work focused predominantly on ozone-depleting substance substitutes, including hydrofluorocarbons (HFCs). I worked with a team to analyze proposed U.S. legislation, regulatory rules, and international environmental agreements under strict and immediate deadline, which led the United States, Canada, and Mexico to submit an amendment proposal to the Montreal Protocol to cap HFC consumption under the agreement. I also assisted U.S. EPA in rulemaking and implementation efforts for the Greenhouse Gas Reporting Program. I maintained U.S. EPA's Vintaging Model to provide predictive and current state data on ozone-depleting substance substitutes. The Model is used to estimate emissions from that source category for the National Inventory Report and to analyze emissions targets and compliance potential at the national and global levels.
