My main role in the ICT policy and programmes team revolved around issues of resiliency in New Zealand’s telecommunications network. Alongside researching the risks and challenges unique to New Zealand while also drawing on international comparisons to provide reports and advice on these to the Minister for Communications, I was responsible for contributing to and overseeing a number of projects intended to improve the resilience of the current telecommunications network, as well as planning ahead for the changing risk profiles associated with next-generation communications technology.

Media and Policy Elites, and their Impact on the Policy Making Process, May-August 2016Working with Dr Philip Habel and a host of academics from both media and computing science fields, I assisted in the creation of a unique dataset, identifying key policy actors - including journalists, professionals, experts, trade unionists and politicians - to enable thorough research of the potential impact of these policy elites on the policy making process. Our particular emphasis was to track the influence of these policy elites on social media and Twitter discussions surrounding policy proposals and legislation.Dyadic Cyber Incident and Disputes Dataset, June-November 2015In this capacity I have worked mainly with Dr Brandon Valeriano, but also Dr Ryan Maness, preeminent academics in the field of cyber conflict, to identify and codify incidences of offensive cyber attacks on nation-states by other nation-states targeting private companies, governmental military and non-military networks and systems, in order to create an exhaustive compendium of cyber strikes from 2001 to the present to further academic research (see more information at : http://relationsinternational.com/making-progress-with-data-updating-the-cyber-incident-and-dispute-data/)

The areas of policy development to which I contributed ranged from providing research for policy briefings in preparation for documents such as the Scottish Independence Referendum White Paper and for events such as the appearance of Minister for Veterans Keith Brown, MSP, before the Defence Select Committee on July 2nd 2013.My principle role however, involved carrying out research in advance of the creation of a new Commissioner for Scottish Veterans, who was inaugurated in August 2014. This involved scoping out comparative international examples and assessing the remits and costs associated with establishing a similar type of office in Scotland, as well as identifying the key policy challenges and issues to be addressed.
