Responsible for assisting MCIEAST Air Stations with the implementation of service and regional plans & policies. Assist with Air Station Aviation Operations Management Support (Manage Operational Support Airlift - OSA issues). Provide overarching guidance and management for ATC personnel, training, procedures, NATOPS evaluations, airspace and maintenance support to MCIEAST Air Stations. Plan and coordinate UAS and Counter-UAS protocols in support of training/operations and installation protection.

Responsible for planning, coordinating, and supervising the execution of a wide variety of near term events. These include very-important-persons (VIP) /senior official visits, major training exercises, formal ceremonies, community relations events, and other operations directed by the command. Responsible for the Commanding General’s Emergency Operations Center (EOC) which is employed to direct and coordinate the actions of MCIEAST regional installations and tenants during emergency conditions (destructive weather, pandemic, etc.) and in support of planned events and exercises. Ensures the operational design, personnel staffing, supporting orders, IT systems, and information management procedures within the EOC are current and synchronized to respond to emerging requirements.

Develop immediate, intermediate, and long range plans for military and civilian exercises, to include USMC Reserve forces and installation emergency management to include base evacuation plans. Plan installation support for DOD-related experiments and evaluations of new equipment. Develop plans to support visits by high ranking officials and civilian personnel, other special events, and preparation and presentation of related briefs, orders, letters of instruction and Automated Message Handling System (AMHS) messages in support of such events.

Assist Marine Corps Installations-East (MCI-E) tenant commands with developing, implementing, promulgating and executing command policies, processes and procedures across all six functional areas of aviation Additionally, exercise oversight and administer to a contractor work force comprised of task managers and aviation technical experts to include unmanned aerial vehicles. Responsibilities include but are not limited to the following: Assists squadron commander and staff with the development, implementation and execution of organizational level processes and procedures that comply with Marine Corps doctrine, orders and directives in support of both fixed and rotary wing organizations. Responsible for mentoring and exercising oversight at the project manager level to a diverse contractor workforce comprised of a wide variety of educational levels, background, experience and Military Occupational Specialties (MOS’). Ensure execution of assigned tasks/deliverables is completed as specified by Task Order Contract Data Deliverable List and in accordance with organizational standards and established deadlines. Interfaces with client’s customers/commodity managers, conducts both formal and informal client assessments; develops and implements corrective action plans as required, manages all aspects of task order execution; cost, performance and schedule, conducts annual performance evaluations, reviews and approves electronic timecards, expense authorizations and expense reports, guides and supports professional development of team.

Provide oversight and expertise for the day-to-day ATC services at four Marine Corps Air Stations spanning the southeastern region. Develop and refine applicable Regional ATC Directives to guide ATC operations, training, manpower, airspace initiatives, and ATC equipment/maintenance procedures. Provide supervision and standardization for the ATC training of 243 ATC Marines and civilians. Voting member of the Department of the Navy Air Traffic Control Mangers Executive Steering Committee, which determines the present and future personnel and equipment requirements for all Air Stations. Review all Base Electronic System Engineering Plans for the four air traffic control facilities under MCIEAST cognizance and supervised the funding and installation schedule of multiple million dollar equipment upgrades at those facilities. Supervise two civilian employees which included completing all civil service evaluations; establishing and adjusting short term priorities; evaluating work performance; identifying developmental needs of employees; and making every effort to reconcile employee grievances and complaints.

Provided supervision for and coordinated the efforts of up to 1,000 Marines, Soldiers, Sailors, Airmen, and NATO members providing C3 systems (TACC, TAOC, DASC, ATC, UAS, GBAD, AEW) in support of live fly (with ordnance) Weapons Tactics Instructor (WTI) courses and six Desert Talon exercises. Developed and continually refined graduate level academic curriculum and ensured quality instruction for 75 C3 WTI students per fiscal year. Personally developed the curriculum (lecture, simulation and live fly practical exercises) for the Aviation Commander’s Battle Captain/Senior Watch Officer Course. Taught five periods of instruction which were given in Toad Hall with an approximate seating capacity of 125. Served as the C3 Department’s Instructional Technique Instructor. Researched, developed, and implemented new courseware to teach students how to teach/instruct, develop, and deliver effective presentations. Served as a senior member of MAWTS-1’s curriculum and instructor review boards. Developed exercise summary reports and agency capability briefs that were presented at the General Officer level across Marine Aviation and with Joint/Coalition partners.
