Mr. Blackwell has decades of professional and academic experience in architectural history, historic preservation, and cultural resources management. He meets the Secretary of the Interior’s Professional Qualification Standards for Architectural History and History. He has experience performing cultural resource surveys of commercial and residential buildings and districts and historic landscapes in Arizona, Arkansas, California, Colorado, Florida, Georgia, Hawaii, Kansas, Oklahoma, Texas, Virginia, and Wyoming and in Puerto Rico and the Northern Mariana Islands (CNMI). He has documented buildings, structures, and landscapes to HABS, HAER, and HALS standards for cultural resource mitigation. He has contributed to the development of and authored ICRMPs and preservation plans for various agencies. Mr. Blackwell has written and produced numerous National Register nominations for individual properties and historic districts. He also has experience in community design and preservation, participating as a preservation consultant in community design charrettes and authoring architectural design guidelines for historic districts.Specialties: Cultural resource regulatory compliance (Section 106, NEPA, Section 4f), Cultural resource surveys and documentation, historical research, development of historic contexts, Integrated Cultural Resource Management Plans.
