Accomplishments include:• Led source selection of WMATA’s 6000 Series railcars, which included conducting cost negotiations with proposers to achieve the best value for WMATA. Final negotiations allowed the contract award amount to be within budget, plus WMATA received two additional railcars in the initial order, equivalent to a $4 million savings. • Led negotiations resolving 182 contractor claims totaling $63 million for $14 million (just 22% of proposed cost) on the $325,000,000 rehabilitation of the 2000/3000 Series Railcars contract. In addition WMATA received approximately $6 million in compensation in lieu of liquidated damages for late performance.• Transformed WMATA’s bus parts procurement by including spare parts in the award of every bus contract. The contractor was required to maintain a one month supply of the most critical or commonly used spare parts, deliverable to WMATA within 48 hours. Also served as Principal Claims Negotiator and acted as Assistant Project Controls Manager. Responsibilities included6directing bid estimates and 3,000 change order estimates on the 175 construction contracts required to build the Pittsburgh LRTS. Contracts included roads, bridges, new or renovated buildings, and maintenance facilities.
