Representative assignments that Mr. Ellerman managed included:• Planning, directing, and controlling Metro’s largest procurement effort for the $540,000,000, 8-year Paratransit Services contract. The new contract achieved cost savings, contained checks and balances to preclude fraud, and delivered a significantly higher level of on-time service.• Negotiating the procurement of WMATA’s 6000 Series railcars, which included conducting cost negotiations with the final proposers to achieve the best value for WMATA. The winning proposer lowered their base price sufficiently to allow the award of the contract within budget, with WMATA receiving two additional railcars in the initial order, equivalent to a $4 million savings. • Leading negotiating efforts to resolve contractor claim proposals totaling $63 million for 182 issues for $14 million (22% of proposed cost) on the $325,000,000 rehabilitation of the 2000/3000 Series Railcars contract. In addition WMATA received approximately $6 million in compensation in lieu of liquidated damages for late performance.• Based on the recommendation of a Blue Ribbon Panel, the General Manager directed the escalator and elevator maintenance work be contracted out under a “whole station responsibility” concept.
