Direct oversight of the Secret Service’s Cyber Investigative Branch as well as its Computer Forensics and Development Programs. (Directed 350 employees contributing to the Secret Service’s Cyber Operations – which totals $70 Million in annual budget authority)Achievements: - Testified before the Senate Committee on Banking, Housing and Urban Affairs, Senate Committee on the Judiciary, House Committee on Energy and Commerce, House Committee on Financial Services, and Senate Committee on Homeland Security and Governmental Affairs as well as provided 16 Congressional member and Staff briefings on the Department of Homeland Security’s response and investigations of the 2013 and 2014 data breaches of Target, Neiman Marcus, Michaels, Home Depot and White Lodging. Through the series of hearings and briefings, clarified misconceptions propagated by the media and provided Congress an effective understanding of the Department’s Cyber Incident Response to inform the legislative process. - Contributed to the National Security Staff Cyber Security Interagency Policy Committee, as the Secret Service’s representative, developing information sharing, peace time norms, and other policy initiatives for the White House. Improved Secret Service operations by directing the engineering of a modernized case management system.- Restructured and expanded the Secret Service Critical Systems Protection program by adding manpower, equipment and training in Washington, DC after identifying shortcomings in resources compared to newly expanded requirements. Created an innovative model to protect the critical systems and infrastructure at the White House and the Executive Office of the President. This model was adopted by the Secret Service which led Congress to authorize an increased budget to protect the White House systems.

Direct oversight of the Secret Service’s Cyber Intelligence Section and Critical Systems Protection Program. Directed and synchronized all efforts of the Secret Service, managers/special agents/personnel detailed to the United States Computer Emergency Readiness Team (CERT), the National Cybersecurity and Communications Integration Center (NCCIC) and the National Cyber Investigative Joint Task Force (NCIJTF) (Directed150 employees) Achievements: - Initiated and implemented the Critical Systems Protection Program’s network monitoring system to enhance the security plans surrounding the President, Vice President, and National Special Security Events (NSSE) by evaluating and mitigating cyber related risks of critical systems of infrastructure. Led a committee where the Secret Service partnered with National Cyber Security Division to develop an intrusion detection system for Secret Service protected sites. With this enhanced correlation capability, the Secret Service achieves increased situational awareness of computer networks that are part of the Secret Service security plan for a protectee. - Developed and implemented the Strategic Cyber Investigations Program for the Secret Service by partnering with the Computer Crimes and Intellectual Property Section (CCIPS) of the Department of Justice to better engage the field and assist in cyber investigations against cyber criminals. By doing so, increased the number of field offices engaged in conducting investigations against Eastern European cybercriminals by 50 percent. - Inspired team commitment and motivation with international cyber working groups and imbedded Secret Service cyber agents at the Dutch National High-Tech Crime Unit, the Security Service of Ukraine, the Estonian National Police and the United Kingdom’s Serious Organized Crime Agency (SOCA) and Metropolitan Police (MET).
