In this role I provide business leadership to help position the company at the forefront of the preclinical efficacy and toxicity testing industry. Supporting 490 BioTech in developing and commercializing a suite of toxicity testing services based upon bioluminescent imaging technology. Serving as principal investigator on several SBIR and STTR grants to advance this technology.

Assisting multiple states in planning and implementing IT solutions supporting health insurance exchange (HIX) operations and Medicaid modernization programs including MMIS. These efforts encompass a broad range of critical activities including financial management and payment solutions, establishment and oversight of client PMO, liaison with IT and IV&V vendors, development of master project plans and project management plans, risk, issue, and change management, and supporting CMS milestone reviews.

Focused on HIX planning and implementation as a member of Cambria’s executive management team . Primary client was the Covered California exchange. Work included support for vendor solicitation lifecycles for Exchange IT implementation and operations and SHOP development. Areas included development of requests for proposals and proposal scoring methodologies, facilitation of evaluation sessions, final selection of vendors, and contract negotiations.

Served as President/General Manager of Colorado Interactive, LLC and 2 other state subsidiaries focused on delivering enterprise public sector IT services. Built relationships with key decision makers in Governors’ offices, executive branch agencies, judicial branches, and state legislatures to build custom government online solutions and generate new revenue. Developed, launched, and maintained a diverse portfolio of complex web properties, delivering 74 new online services in Hawaii and 317 new services and sites in Colorado, consistently beating revenue targets and achieving a 5th in the nation ranking in annual “Best of the Web” competition. Managed hiring, firing, project management, financial controls, annual business planning, and P&L for each state. Ensured overall compliance with state contract terms.

Directed a collaboration between the State of Mississippi, universities, and NASA, focused on incubating start-up high-tech companies based on R&D from space center and higher education. As founding Executive Director I established 501(c)(3) business incubator facility at NASA center and 3 satellite incubators affiliated with state universities. Worked with inventors to create startup companies from a large varied portfolio of emerging technologies from federal and state laboratories. Established Mississippi Technology Extension Partnership to help manufacturing firms implement technical solutions to operational or competitive challenges. Reporting to Board of Directors, oversaw all operational infrastructure.

Authorized by the Texas Legislature as the state’s first use of the Internet to assist high-tech companies by matching them with consulting help from university engineers and scientists. Spearheaded development and deployment of breakthrough online matchmaking service. Created marketing programs to secure corporate subscribers to online service. Scouted emerging technologies likely to have significant private sector impacts over a mid- to long-term planning horizon. Developed process to assess commercial potential of new technologies utilizing panels of experts to validate the technology forecasts.
