Zaheer Khan is a Social Protection Specialist with expertise and experience in design, planning and implementation of Social Protection Programmes including cash transfers, livelihood and disaster risk reduction. He has implemented surveys for both government and non-government organizations, assessments and project evaluation. He has proven experience of building sustainable partnerships with national and international development organizations, Government, NGOs and INGOs with experience in developing capacity of officials and civil society representatives at all levels. Mr. Zaheer holds an MBA degree in General Management with focus on Operations from University of East London, UK and a Computer Science degree from Hamdard University Karachi, Islamabad Campus. The understanding of operational processes and technology systems that he blends together to improve the operations of social safety nets is a rare advantage to his skill set that he has polished over the years. Mr. Zaheer is currently working as the lead technical consultant on operational design and planning as part of the technical assistance team of World Bank and DFID for a Federal Safety Net Authority - Benazir Income Support Programme (BISP). His work at BISP mainly involves operations design, development of operational manual/guidelines, training, continuous process improvement and implementation of the tablet-based Poverty Score Card survey involving desk and door to door approach with an aim to generate a repository of National Socio-Economic Registry (NSER) followed by its piloting in 16 districts.Previously, he has worked in the country’s largest network of NGOs - Rural Support Programmes Network (RSPN) for four years. His role at RSPN involved development of the frame works, concept notes, project proposals, monitoring as well as evaluation of different components of the project involving community critical infrastructures, capacity building and carrying out assessments.
