Governments and public administrations today face unprecedented challenges in delivering public goods and services. The impacts of globalization, climate change, the digital revolution, demographic shifts, and prolonged austerity measures (e.g., poverty, unemployment, social exclusion, declining trust in institutions, and reduced public sector resources) necessitate new skills, governance arrangements, and organizational models.
The Observatory on Institutional and Administrative Capacities aims to bridge the gap between academic research and policy, providing evidence-based responses to policymakers' pressing needs and offering foresight. The comprehensive research agenda covers stakeholder involvement in policymaking, public sector organization and reform, HR recruitment, career progression, and the systems and tools necessary for effective policy delivery. The multidisciplinary team of #CAPIS spans various policy fields, including migration, poverty, territorial development, innovation, and the digital agenda. The team is supported by an international scientific committee of experts and a steering committee of policymakers from European and Italian administrations, focused on enhancing institutional and administrative capacity. The team analyzes reforms in Italy's public administration, both domestically and within the framework of the European Structural and Investment Funds, assessing their relevance, challenges, success, and lessons learned. The goal is to provide valuable insights and practical guidance to strengthen institutional and administrative capacities at all levels.
