Hooper Harris, the principal at HH Risk Control, LLC, has over fifty years in the aviation and energy industries, with extensive experience in safety risk management, regulatory compliance, ethics and accident/incident investigations. Hooper holds a variety of FAA qualifications as a pilot (airplane single and multi engine land and sea, helicopter, glider, and several turboprop, jet and helicopter type ratings), ground and flight instructor, and aircraft dispatcher. His career has included a decade of work as a corporate pilot, flight instructor and pilot examiner before embarking in a 25-year career in the FAA as an aviation safety inspector, air safety investigator and a branch and division manager. In his last four years at FAA, Hooper was the manager of the Accident Investigation Division. His most important achievements in FAA were centered on Helicopter Emergency Medical Services (HEMS) flight safety and Part 135 operational control. He joined BP as a lead investigator in 2011 as part of the Safety & Operational Risk organization, investigating oil, gas, wind and biofuels incidents worldwide. He was instrumental in developing and delivering training for over 300 investigators around the globe and was the Group Technical Authority for investigations when he retired in 2020. Hooper holds an MBA from Tulane University, and has served as an adjunct lecturer in the business school. He is a qualified Offshore Petroleum Industry Training Organisation (OPITO) competency assessor, and holds a Diploma from the National Examining Board for Occupational Safety and Health (NEBOSH) in incident investigation. As the President of HH Risk Control, LLC, Hooper leverages his global experience in safety consulting, investigation and training. He serves as an expert witness on FAA regulations, flight operations and safety. He is also an instructor at the Southern California Safety Institute in Redondo Beach, CA.
