The Geospatial Information Officer (GIO) position became a combination senior advisor and supervisory branch chief position as part of the Office of Mission Support (OMS) reorganization in 2023. The duties of this position include senior leadership responsibilities such as collaborating with OMS senior leadership, EPA programmatic leadership and EPA geospatial leaders across EPA on the strategic direction of the Office as well as and future architecture of geospatial programs and services across EPA. The GIO also coordinates closely with EPA’s Chief Data Officer (CDO) and Chief Technical Architect to plan and implement high priority initiatives. The GIO represents EPA on the Federal Geographic Data Committee (FGDC) and coordinates closely with other GIOs and geospatial leaders across the Federal government as well as with States and Tribes. In addition, this position manages a branch of 8 staff members including a Deputy GIO. The branch is responsible for leading EPA’s National Geospatial Program. This incudes managing a number of complex, enterprise-wide geospatial data management programs and systems such as EPA’s GeoPlatform, Shared Enterprise Geospatial Services (SEGS), EPA’s Unmanned Aircraft System (UAS) Program and GeoSecure among others. In addition, the branch plays a leadership role in geospatial training, developing policies and standards, supporting governance of EPA’s geospatial community and leadership and making geospatial, tools, services and licenses available across the Agency.

*Advise and assist the EPA Geospatial Information Officer (GIO), OEI Deputy Assistant Administrator, Principal Deputy Assistant Administrator and other senior leaders in leading the EPA Geospatial Program. *Manage priorities, budget and a matrixed network of staff and contract teams from across the Agency. *Promote EPA Geospatial Program goals of facilitating the use of geospatial technology and data in meeting Agency mission needs through coordination and management, licensing geospatial software, workforce development, training, tool development and geospatial data management*Lead the development of policies, standard operating procedures, guidance and coordination with outside organizations. *Support the implementation of new laws impacting the federal government such as the Foundations for Evidence-Based Policymaking Act and Geospatial Data Act.*Lead numerous cross-agency requirements gathering and community building workgroups.*Communicate complex ideas to a wide variety of audiences, from highly technical workgroups to executive level briefings to plenary sessions at national conferences. *Lead teams developing tools, websites and communication products aimed at both technical and non-technical audiences.

*Managed scope, budget and priorities for EPA's metadata catalog, the Environmental Dataset Gateway (EDG) - budget $600k.*Directed a team of five contractors as well as supporting EPA staff and interns. *Developed and led a network of 22 EPA data stewards and hundreds of data owners from across the Agency.*Led EPA’s response to White House’s Open Data Initiative and developed an ongoing connection between EPA and Data.gov, the federal-wide data catalog. *Served as co-coordinator for the cross-agency Forum on Increasing Public Access to EPA Research, co-developing the group’s charter, workplan and workgroups. *Co-led the cross-Agency Data Workgroup under the Forum on Increasing Public Access to EPA Research. This forum is developing and implementing a plan for the Agency to make the data associated with EPA-funded scientific journal articles available to the public by building cross-Agency consensus on tools, processes and policies. *Served as the Contracting Officer Technical Representative (COTR), which included developing and managing contracts, statements of work, independent government cost estimates, system security plans and financial reporting. *Strengthened the EDG stewardship network through quarterly stakeholder meetings and training sessions, some of which had over 100 participants. *Implemented a centralized cleanup process to improve the quality of hundreds of EPA’s metadata records. *Developed an EDG outreach materials including a redesigned public website, fact sheet and guidance documents. *Developed, vetted and implemented a strategy for updating EPA metadata standards and technology which included a rigorous requirements gathering, needs assessment and tool development process. *Collaborated with the EPA Chief Information Officer Strategy Advisory Committee (CIO SAC) on developing Agency metrics for data interoperability as well as the Agency’s success in meeting public data needs.

*Project Officer for $26 Million Agency-wide NatureServe contract that offered scientific and IT consulting services as well as data products to staff across the Agency. *Managed over 20 work assignments. Handled budget concerns, opened and closed work assignments over multiple contract years and coordinated with Contract Officers on negotiating contract modifications. *Completed an endangered species web service, development of which had stalled out repeatedly over the previous 10 years. *Led a web service requirements gathering group and built consensus with disparate stakeholders from across the Agency *Developed communication materials including an internal website, a blog and fact sheets.

*Led the Climate Change Adaptation Program in the Immediate Office of the Assistant Administrator of OSWER.*Engaged the OSWER Climate Change Adaptation Workgroup and Coordinated Agency-wide on climate change activities, White House data calls and other cross-federal climate change programs. *Collaborated with the Office of Policy in order to develop an OSWER Climate Change Adaptation training module. *Developed an OSWER Climate Change website in Drupal and html through coordination with OSWER’s Program Offices and the Office of Web Communications. *Led communications efforts on the Ready for Anticipated Use (RAU) Agency Priority Goal (APG) including coordinating across multiple Program Offices and developing talking points, metrics, and briefing materials for the Assistant Administrator and Deputy Assistant Administrator.

*National program manager for FRS, an IT system that provides EPA with a centrally managed source of integrated information on over 4 million regulated facilities of environmental interest from over 90 databases (budget approximately $2 million). FRS data is made available to both EPA users and the general public through web services, data downloads and through connections with multiple Agency IT systems. *Led a team of three EPA staff and eight contractor staff. Managed priorities, schedule and budget.*Led efforts to collaborate across multiple organizations and IT systems on data collection, data publishing and data improvement, through meeting facilitation, strategic planning sessions, business process re-engineering and requirements documentation. *Led cross-Agency stakeholder requirements gathering workgroups in order to collect information on environmental program business needs, data needs, data access and data discovery and then worked to translate business requirements and constraints into technical solutions. *Led the development of a chemical/facility GIS data layer in response to feedback from EPA’s GIS Emergency Response community. Coordinated across several IT systems and stakeholder groups to develop the data layer including the EPA Substance Registry System and Envirofacts. *Grew FRS’s stewardship network from 6 to over 160 data stewards from EPA Regions, EPA Headquarters Program Offices, state and local governments. Conducted monthly discussion forums, training, individual outreach and led multiple data quality improvement projects.*With significant input from data stewards, led the iterative development, testing and rollout of the Facility Linkage Application (FLA), EPA’s data stewardship tool.*Collaborated across the FRS stewardship network to develop, improve and map a facility data layer for hurricane preparedness efforts.

*Managed projects and led teams in support of the EPA Geospatial Program.*Developed, negotiated and evaluated contracts, proposals, and work statements for enterprise-wide agreements. *Led a team of seven staff from four different internal EPA organizations in the development of the EPA internally facing Geo Resources website. The website successfully organizes and presents information about the EPA GeoPlatform and other geospatial resources including hardware, software, staffing and Enterprise Licenses Agreements from three EPA Headquarters Offices and ten Regional Offices. *Collected requirements for the website from EPA Program Offices and Regions and conducted usability testing with a variety of Agency stakeholders.*Developed the EPA public-facing geospatial website. *Developed a communications plan for the EPA GeoPlatform which has over 7,000 users. *Collected requirements and negotiated enterprise-wide agreements for tools and services including Microsoft’s Bing Maps, Google maps, and Digital Globe. *Provided training on tools such as Google Earth and the EPA GeoPlatform. *Led a workgroup that developed an emergency response protocol for the Agency GIS community.
