Conducted all-source intelligence analysis in support of the Committee on Foreign Investment in the United States (CFIUS), protecting U.S. defense and intellectual property from transfer to foreign entities. Conducted in-depth analysis of potential purchasers to assess the risk of technology transfer using all available resources. Became familiar with the various treaties and agreements limiting the sale of weapons and technology.

Lead and direct the training and education of the Coast Guard's next generation of Intelligence professionals, including enlisted Intelligence Specialists, first-tour Intelligence Officers, and human-derived Intelligence Collectors. Lead a staff of 34 in providing the best trained personnel to the Coast Guard's Intelligence Enterprise, while ensuring my staff continues to develop professionally. Oversee the continuous improvement of course curriculum to match the requirements of supported field units. Manage all aspects of budgeting. Headed the implementation of the Coast Guard's Intelligence Standardization Team, responsible for ensuring field intelligence staffs operate according to established policy and legal requirements.

Second in command of the Coast Guard's largest Training Center. Acted as Commanding Officer for 24 days during this period. Ably handled all normal and emergency issues with maturity and expertise, including safety and security of the Training Center, good order and discipline, and administration of 850+ personnel assigned to the Coast Guard's premier Training Center. Led organizational change and managed the distribution of a $17M budget.

Provide program oversight, including budgetary management of $10+M, planning and direction for acquisition, integration, and sustainment of the Coast Guard's Technical Intelligence capabilities. Supervise 15 personnel, including the program managers for signals intelligence (SIGINT), geospatial intelligence (GEOINT), technical exploitation of national capabilities (TENCAP), Intelligence, Surveillance, and Reconnaissance (ISR), and document and media exploitation (DOMEX) programs. Develop policy for governance of tech intel programs.

Sole Coast Guard representative to the Navy's Information Warfare staff, facilitating greater collaboration and sharing in intelligence, information, cyber, and related areas (ISR, TCPED, training, etc.) Directly supported Coast Guard procurement of multi-million dollar Navy program of record signals intelligence and C3 (command, control, and communications) equipment for Coast Guard Cutters. Executive Secretary for a flag-level (Chief Executive level), joint Navy & Coast Guard working group to increase collaborative efforts in the area of Intelligence and information sharing. Handled all aspects of coordination of meetings between service intelligence chiefs, and prepped the Coast Guard Intelligence Chief ahead each meeting. Represented the Coast Guard at various forums (e.g., Arctic Capabilities Working Group, Maritime Domain Awareness Working Group, Coast Guard's Cyber Task Force).

Principal command advisor on personnel policy & administration issues. Supervised 51 personnel in three divisions (Personnel Services, Military Pay Management, & Housing). Responsible for all personnel issues for 390 Base Seattle personnel, and over $56M in payroll for 2,100 Coast Guard members in the greater Seattle area. Managed distribution of $650K in mass transit benefits, and $300K in discretionary funding annually. Oversaw housing program, including 268 houses and 30 barracks facilities in WA and OR, and $820K worth of government leased housing.

Principal advisor to the Sector Commander on all intelligence-related matters. Recommended intelligence priorities to the Command and developed operations to collect on those priorities. Maintained close liaison with federal, state, and local law enforcement and intelligence agencies, and participated in joint collection and enforcement activities. Direct supervisor of a staff of four active duty members and four reservists gathering critical law enforcement and homeland security intelligence.

Completed Masters of Science in Strategic Intelligence at the National Intelligence University (formerly the National Defense Intelligence College). Maintained high grades during this intensive one-year program, and completed a thesis on the use of unmanned aerial systems (UAS) in support of maritime homeland security. Thesis required extensive research of unmanned aerial vehicles (UAV) and their employment (both military and civil use).

Responsible for standardization of all Coast Guard HC-130H pilots and flight crew. Provided annual standardization checks (written and flight tests) for all pilots. Provided instruction in the HC-130H for new copilots and instructor pilot upgrades. One of the initial pilots to test the use of Night Vision Goggles in Coast Guard HC-130 aircraft. Updated HC-130H publications (flight manual, performance data). Editor and publisher of a quarterly newsletter with articles on flight safety and best practices.

Piloted HC-130H Hercules aircraft on search and rescue and law enforcement missions throughout the Pacific. As an Instructor Pilot, responsible for training pilots going through copilot, first pilot, and aircraft commander syllabuses.

Supervised the Command Center watch personnel responsible for search and rescue in the northern parts of Lakes Huron and Michigan and all of Lake Superior, and vessel traffic control on the Saint Mary's River. Ensured readiness of all small stations within the area of responsibility, and coordinate ice breaking operations to facilitate maritime commerce. Liaison to the Royal Canadian Mounted Police for coordinated law enforcement efforts across the border.

Proficient in aircraft in straight and level flight, hovering, and landing maneuvers. Participant in Operation Desert Storm/Desert Shield.
