In February of 2010, Qbase, LLC of Dayton, Ohio was bought by a team of investors who opened a DC-area office in Reston, VA. Essentially a start-up, this $9M company brought me on to manage, solution, and write their proposal for the 6-year, $400M Immigration and Customs Enforcement (ICE) Information Technology Field Operations (ITFO) contract that would triple the size of the company. In May, 2011, after 18 months of work and with a very small proposal staff, the Qbase team was awarded the contract, beating out much larger competitors. The contract will provide all 28,000 ICE end users, worldwide, with IT help desk, technical support, and operations and maintenance. The proposal was singled out as “technically superior” by the contracting officer.

I served as a P3 proposal manager on a variety of engagements. The following list includes several notable efforts:- Raytheon: (DoD, Multi-National Information Sharing (MNIS) I managed a $100M Encore II Task Order to consolidate and sustain DoD’s intelligence sharing systems in the War on Terror.Sallie Mae: (US Dept. of Education, Title IV Loan Servicing/Management) The Government recently federalized the majority of student loans, but still needs those loans serviced by the existing civilian infrastructure. This multibillion dollar bid was critical and effectively changed Sallie Mae’s entire business model.Microsoft: (Executive Office of the President (EOP) CRM Solution) This effort was aimed at upgrading WhiteHouse.gov’s citizen feedback system. Mr. Ryan managed and wrote the proposal.

At BearingPoint my focus was on Federal Government opportunities. As a proposal manager I coordinated all aspects of the proposal process.

As with BearingPoint, I managed all aspects of proposal development for the organization’s State and Local Solutions group.

Managed the Past Performance efforts on large Information Technology proposals to the Federal Government

Scheduled and coordinated AT&T Solution's Professional Development Program. Conceived and maintained learner registration system. Developed course evaluations and analyses. Writer/editor of proposal for company wide telecom implementation for Sears

Handled the day-to-day operations of a large truck stop in rural Louisiana. Duties included: hiring, scheduling, ordering, restaurant operation, and accounting. Supervised approximately 30 employees.

Conducted preliminary assessment and assisted with the treatment of acute psychiatric patients. Led group therapy sessions. Acted as a liaison between patients and nursing staff. Vigilant patient observation and monitoring. Fascinating work.

Equipment Records and Parts Specialist. Responsible for managing supply inventory for motor-pool maintenance facility. Supervised various administrative and tactical missions. Served in Operation Desert Storm, King Kalid Military City (KKMC), Saudi Arabia.
