Responsibilities included oversight of the Alameda County Regional Emergency Communication Center (ACRECC), Information Technology Division, Communications Program, and Assigned Chief Officer to the Lawrence Livermore National Laboratory (LLNL). • Budget responsibility for a large portion of the Fire Department and Communications with contract responsibility for customers of both Fire and Communications service delivery.• Supervised the following: ACRECC Dispatch Manager, Communications Technicians, and Staff Captain. Previous supervision responsibilities of 109 shift personnel leading four Battalion Chiefs and 35 daily companies. • Directed a team comprised of Computer Aided Dispatch (CAD) System Technician and Geographic Information Systems (GIS) Technicians to provide software solutions to emergency response challenges to deliver real-time actionable intelligence for local and regional emergency coordination. • Respond as the Duty Chief to large incidents and provide direction on issues relative to suppression activities, communications, and Emergency Operations Center activities. • Led a team of consultants through a $1M regional mobile data computer communications project to upgrade aging equipment to an Automatic Vehicle Location (AVL) technology system enabling closest unit dispatching capabilities. Responsibilities included end user software development, system integration, CAD configuration changes, and regional coordination.• Served as President of the Alameda County Fire Chiefs Communications Section. Advise agencies throughout the region on their mobile radio and system infrastructure-related issues. • Multi-million dollar Contract administration for department IT services including network infrastructure, hardware/software deployment, and associated licensing agreements.

Assigned Chief Officer to oversee the Lawrence Livermore National Laboratory (LLNL) contract to ensure contract compliance and liaison with LLNL Emergency Management department for drill and exercise development.• Responsibilities included identifying program and project scope and requirements, budget development, equipment acquisition, implementation, repair and maintenance of both department-wide and Alameda County Regional Emergency Communication Center (ACRECC) radio assets and equipment.• Other large-scale projects include End-User Programming in implementing new radio systems, replacement of CAD workstations, CAD hardware system upgrades, and VoIP phone deployment. • Served as a liaison to the East Bay Regional Communication System Authority (EBRCSA) for fleet mapping, governance, technical committee, the County Radio shop, and other cooperating agencies to ensure a streamlined regional communications infrastructure.• Established a comprehensive inventory of all radio assets significantly reducing annual program expenditures and established a five-year capital improvement plan for inventory replacement.• Transition team member for Paramedics Plus and Livermore-Pleasanton Fire entry into ACRECC as well as Emeryville Fire Department’s entry into the Alameda County Fire Department.• Participated in the development and negotiation of fire service contracts.

Represented the Alameda County Fire Chiefs on the Board of Directors working with 33 partner agencies including Law, Fire, EMS and other public works departments. Chairman of the Technical Advisory Committee for the P25 phase I and II 7/800 MHz radio system.
