In 2006, I established Baker Development Resources (BDR), drawing upon the experience, background and reputation I developed as the principal planner in charge of the City of Richmond’s current planning division and Secretary to the City of Richmond’s Planning Commission. BDR is a comprehensive land use planning, permit expediting, project management and entitlement consulting firm that is based in Richmond, Virginia. Owner/Land Use Planner/Project Manager
CurrentBDR has performed services for a variety of clients in varying capacities providing full project management or limited specialized services as dictated on a case-by-case basis. BDR has not yet found a project that is too small or too large. Our projects have ranged from small subdivisions, BZA variances and due diligence work to full blown conditional rezonings, major subdivisions, special use permits and community unit plans. BDR analyzes client objectives on a project by project basis and then proactively acts in a manner that best serves these objectives. Project specific tasks may include: due diligence analysis and application of complex regulations; the identification of project specific resources; the formulation of custom schedules and procedures; the provision of project advocacy and government liaison services; management of specialized project teams (engineers, architects, attorney’s, etc); and the production of professional and successful applications.
Land Use Planner
Working with Andrew Condlin and Jennifer Mullen on the Roth Jackson Land Use Team. We regularly represent commercial, residential, mixed use, urban and historic redevelopment, and industrial projects in all facets of land use and zoning matters throughout Virginia and work regularly with State and local agencies and government bodies involved in approving development requests. We are well-versed in obtaining local land use permits and other related local, state and federal permits and approvals necessary to successfully develop real property, including environmental and historic preservation concerns.The extent of our land use practice allows us to continually establish new and maintain existing relationships with local governing officials and staff as well as relevant consultants, developers and civic and community groups. We also participate as members and leaders of multiple industry associations, business organizations and political committees to further enhance our services, as well as expand our support network available to you. These associations with decision makers can be critical in successfully and effectively navigating land use matters.We have a proven track record in handling high-profile, complicated zoning and land use cases, with a particular experience in mixed use developments. We are often called upon to assist clients in negotiating tax credit, tax incentives and similar development agreements for business relocations, new construction, historic and other redevelopment projects and improvements related to real estate development.
Principal Planner/Secretary To The Planning Commission
Responsible for the day-to-day operation of the Land Use Administration. Served as Secretary to the Planning Commission; Supervised LUA staff members in their review of SUP's, rezonings, conditional rezonings, CUP's, subdivisions and POD's as well as the administration of the Board of Zoning Appeals and numerous other tasks. Supervised the preparation of zoning studies and staff reports and presented cases to the Planning Commission. Counseled applicants, Administration, Council members and the public about various land use processes. Acted as project manager, conducting development review meeting and coordinating City agency reviews of applications and plans for proposed projects. Mediated negotiations between neighborhoods and the development community. Supervised the preparation of draft ordinances and O&R’s for introduction to City Council. Performed environmental impact reviews from federal and state agencies. Prepared numerous letters and reports in response to the requests of Council members or the City Manager’s office.
Senior Planner
Reviewed SUP's, rezonings, conditional rezonings, CUP's, subdivisions and POD's for conformance with City requirements and sound planning principals. Acted as project manager, coordinating City agency reviews, for numerous significant land use projects such as the Stony Point Fashion Park, the Philip Morris Biotech Facility and the Shops at Stratford Hills CUP. Prepared zoning studies and staff reports and presented cases to the Planning Commission. Counseled applicants, the administration, Council members and the public about various land use processes. Mediated negotiations between neighborhoods and the development community. Preparation of draft ordinances and O&R’s for introduction to City Council. Performed environmental impact reviews from federal and state agencies. Prepared numerous letters and reports in response to the requests of Council members or the administration.
