I am responsible for the design, development, and organizational integration of the resources and processes which support regulatory compliance for all of Clean Water Services' (CWS) capital infrastructure projects. I lead multi-departmental coordination in support of program operations and development of program roadmap objectives and initiatives. I lead development of program performance metrics and am responsible for identifying gaps and opportunities for improvement in capital project delivery processes. At the project level, I work collaboratively with a diverse group of internal and external project stakeholders to improved project delivery efficiency, minimize risks, promote alignment with regulatory objectives, and enhance internal and external relationships. I provide project-level regulatory compliance management including management of internal staff as well as contracting and management of consultants for all project phases. General tasks managed include:- Planning phase identification/mapping of regulated resources and development of project-specific permitting strategies. - Design phase regulated resource avoidance and minimization alternatives analysis, regulatory authorization application development, mitigation strategy identification, and regulatory agency engagement.- Construction phase permit compliance oversight and documentation.- Rehabilitation phase monitoring and reporting.At the program level, I work across the organization to cultivate understanding and support for program operations and objectives while ensuring the operations meet organizational needs and align with organizational strategic outcomes.

I provide environmental regulatory compliance support to Clean Water Services capital infrastructure projects. I am responsible for identification of regulated resources, development of project permit strategies, regulatory agency coordination, development of regulatory application/notifications, construction compliance oversight and post-construction reporting. I facilitate cross departmental collaborations and have facilitated development of program-level systems designed to coordinate CWS programs and provide consistency in regulatory compliance approaches.In support of the Districts hydromodifcation program, I coordinate pre-construction streamflow and groundwater monitoring programs including monitoring program development and contracting gauge documentation, construction, monitoring, and analysis.During infrastructure project development, I help project teams identify and avoid or minimize impacts to regulated areas identifying permitting strategies with an emphasis on exemptions and streamlined programmatic permit conditions. I perform all aspects of wetland delineation, natural resource assessment field work and develop all aspects of associated reporting including figure creation using ArcGIS. I incorporate permit strategy considerations into field work and reporting to streamline permit application development and regulatory reviews. I am also responsible for contracting and managing natural resource consultants and subconsutants, ensuring projects are in compliance with applicable regulations and construction schedules are maintained. During project construction, I perform construction monitoring and ensure projects maintain permit compliance. After construction, I facilitate regulatory post-construction reporting and project transfer to internal staff for restoration planting, monitoring and maintenance.

As project manager, I was responsible for scope and budget development, task coordination, client and regulatory communications, budget management, and project closure. I was responsible for field data collection and processing for wetland and waters delineations and related regulatory permitting for public and private projects throughout the states of Oregon and Washington. I assisted clients with project planning, implementation, and post-construction monitoring in compliance with state and federal removal-fill regulations. I specialized in large linear transportation and utility projects covering tens to hundreds of miles within experience in nearly every ecoregion of Oregon. I was responsible for all aspects of field data collection and processing for projects involving wetland delineations, fish salvage, rare plant and animal surveys, and associated population and habitat mapping. I was required to accurately identify and document native and non-native plant and animal species and habitats, soil characteristics, and hydrologic patterns. I was also required to accurately and efficiently collect spatial data using hand-held GPS units (ArcPad) and spatial data processing using ArcGIS.
