About Bruce Weiss

As a public health program leader with years of executive leadership experience, I achieve multimillion-dollar grant funding, exceed deliverables on community health promotion programs, and revamp organizational infrastructure. I do so by streamlining the donor solicitation strategy, encouraging systems thinking adoption, and driving employee development. Here are a few highlights from my career:- Recovered from a $200K deficit within 15 months by tightening the fiscal controls at TPAN.- Led the largest HIV testing program at DAP Health while directing 4000 tests/year.- Presented at a national conference with the Congressman, Raul Ruiz, as the representative of DAP Health’s successful infection control program. Throughout my career, I identified critical funding opportunities for several organizations. For example, when the global pandemic hit during my time at Transgender Health & Wellness Center, I facilitated the Paycheck Protection Program (PPP) and won competitive grants by designing research-backed grant proposal. I drew visibility into the CEO’s survey findings about the pandemic’s impact on transgender communities and deservedly landed the funding approval. Another important strength of mine is cross-functional team leadership. On multiple occasions, I have been hired to build the entire departments from the ground up. For example, at Whitman Walker, I integrated the operations of an independently operating clinic with the parent organization while leading a 20-member team and a $5M budget. I did so effortlessly and soon got promoted to the position of the Director of Community Health department to replicate the same results. Lastly, I lead the organizations out of the financial distress. When I was hired at SAMYL, the company was under a hefty financial deficit. I leveraged personal network, organized the company’s biggest fundraiser, and brought onboard more wealthy donors. Within a few months, the company’s annual budget increased exponentially. If you are interested in working with someone who offers a unique blend of healthcare management and non-profit board leadership expertise, feel free to reach out at: bweissdc1@gmail.com. Bruce Weiss Work Experience Details
  • Queer Works
    Operations Consultant
    Queer Works Jul 2021 - Jan 2022
    Palm Springs, California
At this newly developed non-profit organization, my foundational work regarding financial policies, grant strategy optimization, and operational efficiency enhancement set the company on a fast track to success. My nonprofit background and board leadership acumen proved pivotal for the first-time CEO’s decision-making process. For example, I played an instrumental role in revamping the company’s mission, vision, and values. Moreover, there was no concrete organizational framework in place when I joined. I remedied the situation by developing HR and finance policies and bylaws from scratch dampening the risk of ‘waste, fraud, and abuse’ and ensuring strict compliance with Generally Accepted Accounting Principles (GAAP). My key contribution in this role was tied to my grant writing and fund development expertise that earned the organization hefty grants in the very early months of its existence. This is because I mastered the skill of strategically aligning grant proposals with the funder requests and requirements. For example, I identified the funding opportunities the company may have missed by recommending expanding the mission to include additional communities in need. Hence, I course corrected that and portrayed the organization’s potential to cater to all communities, LGBQ and transgender alike. By doing so, we qualified for LGBT-reserved funds. Key Skills: Regulatory Compliance | Workflow Optimization | Donor Cultivation & Stewardship | Operational Excellence | Executive Communication | Grant Solicitation & Approval
  • Transgender Health And Wellness Center
    Board President
Transgender Health And Wellness Center Jun 2019 - Jun 2021
    Palm Springs, California
After having gone through a serious accident and surgeries, I restarted my career on a high note by joining this position. Here, I led board development by overseeing policy making, recruitment planning, and workflow optimization. Furthermore, I offered additional value based on my subject matter expertise in public health. Especially during the pandemic, I led the safety training for the entire staff, thus successfully restricting COVID-19 workplace transmission. When I joined, the leadership communication gap and lack of visibility into long-term vision was impacting the organizational commitment and increasing board turnover. I turned the situation around by rolling out board engagement initiatives. For example, I revived the culture of regular board meetings and improved the selection and on-boarding strategy. In no time, We selected 4 new members and ensured the right balance of cause-driven and industry-familiar employees. I personally nurtured the new members and uplifted board morale and motivation. Another key accomplishment was crafting a winning grant strategy. I leveraged a data-driven approach and submitted research-backed proposals. Thus, I succeeded in securing difficult grant approvals. • Desert Aids Project
    Director Of Community Health
Desert Aids Project Apr 2016 - Jun 2019
    Palm Springs, California
Here, I was specifically hired to drive departmental restructuring and direct a seamless transition of the social services team into community health work. I exceeded this goal by building a high-performing team of 20. The major highlight of this role was the successful execution of a large-scale public health program promoting preventive care. Under my leadership, the “Get Tested Coachella Valley” program served as a major contributor towards outbreak control across the region. To do so, I directed 4000 tests/year and led community awareness campaigns. This entailed destigmatizing HIV testing by using county data to do geofencing and heat mapping. Thus we reached high-risk individuals and educated them on HIV testing, Pre and Post-Exposure Prophylaxis (PrEP & PEP) and Sexually Transmitted Infection Testing and Treatment. I drove drastic improvement in the retention to care rate. We stayed the top-tier organization for HIV prevention and care. In fact, I represented the organization at a national conference in the company of the Congressman, Raul Ruiz. Secondly, I drove business development initiatives. For example, I pointed out the need to introduce a robust transgender health program during the finalization of the company’s strategic “Vision 2020”. I gained approval and led the program as the committee head. In support of our planned Hepatitis Center of Excellence I also led the integration of HIV and Hepatitis C testing, including at many substance abuse treatment programs. Finally I partnered with our clinical staff to integrate community health educators into our STI clinic to improve education, linkage and retention and completion of STI treatment. Through these strategies I facilitated the provision of public health services to a larger patient volume. Key Skills: Public Health Messaging | Program Design & Planning | Relationship Building | Stakeholder Communication | Patient Satisfaction & Well-Being | Disease Screening | Risk Assessment

I oversaw logistics and volunteer coordination while serving as an integral member of the planning committee. The biggest event I led was the AIDS walk with thousands of people in attendance. Other events included Red Brunch Gala Fundraiser, World AIDS Day, and National HIV Testing Awareness Day. • Southwest Center
    Deputy Director
    Southwest Center Jan 2014 - Sep 2015
    Phoenix, Arizona
I served at this company a couple of times at different points in career. When I joined the first time, I led the Prevention and Education team to resolve a corrective action plan from two major government funders that I had inherited. We build systems to track all newly diagnosed individuals to ensure they accessed and remained in health care at external clinics. We established new compliance policies such as for our CLIA-Waived laboratory to ensure high compliance with regulations and controls. We became the example for government leaders for how to operate an HIV testing and linkage program. I was headhunted by the Executive Director years later for the position of a deputy director based on my stellar performance last time round. The company underwent changes in the leadership, which contributed towards operational disruption. I took over and ensured a smooth transition until a new leader was selected. I also led the expansion of our behavioral health therapy practice. Previously the behavioral health programs funded by federal Ryan White funds were exclusively offered to HIV positive individuals only. However, I pointed the pertinence of the programs to a large population of LGBT community as well. Thus, I led the organization through several layers of administrative approvals for getting the LGBT community equally eligible for those funds and extended the services to a wider circle. This included leading contracting and accreditation of clinicians with Medicaid and private insurances as well as establishing billing systems and ensuring billing accuracy. I even implemented the first quality management plan for all programs across the organization and served as the privacy and the compliance officer for the corporation. Key Skills: Team Leadership | Change Management | Performance Excellence | Executive Communication

With staff I worked to refocus the organization HIV prevention strategy to align with evolving strategies to end the HIV epidemic. I left to accept an unexpected position with my former employer. • Test Positive Aware Network
    Chief Executive Officer
Test Positive Aware Network Apr 2009 - Jul 2010
    Chicago, Illinois
In this role, I saved the company from crippling issues by displaying strategic leadership. When I joined the company was in a $200K debt. Eventually, the organization achieved financial stability. Key Skills: Financial Literacy | Continuous Improvement | Executive Decision Making
  • Whitman-Walker Health
    Director Of Community Health
    Whitman-Walker Health Nov 2006 - Dec 2008
    District Of Columbia, United States
Here, I was handpicked to lead the operations of an entire clinic that ran independent of the parent organization. My key contribution was to integrate the clinic with the main organization achieving conformance with the regulatory standards, systems and policy management. Based on this transformational achievement, I was subsequently tasked with restructuring the department of community health as well. Soon, I started reporting to the Chief Medical Officer. Key Skills: Change Management | Performance Excellence | Executive Communication | Team Oversight
  • Smyal
    Executive Director
    Smyal Aug 2003 - Oct 2006
    Washington Dc
My biggest accomplishment in this role drove the organization out of a financial crisis that otherwise would have greatly hindered business continuity. When I was hired, the revenue deficit was resulting in abrupt increase in employee layoffs. I overcame this financial distress by revamping the donor cultivation strategy and in partnership with the Board, organizing the company’s biggest fundraiser in a record 2 months. To this end, I successfully attracted high-net-worth donors and seamlessly executed the fundraiser. Hence, I eliminated the financial distress. I grew the budget by $.5M during my tenure.
