VIGRE was funded by National Science Foundation (NSF). As a graduate assistant, Mr. Penn was one of the founding graduate organizers and project managers for the VIGRE program. His Team developed mathematics curriculum and a first year orientation program for all incoming mathematics graduate students.

LAMSTI, the Louisiana Math and Science Teacher Institute funded by the NSF, was developed to find and enhance teacher talent in STEM areas and to channel that talent into Louisiana school systems. Researched mathematical education programs at different universities across the United States to help create a Master’s degree curriculum for teachers. Created an automated online application for prospective students which generated reports of applicants for the program saving time and reducing costs.

Using a variety of hardware vendors, built and maintained the SRCC server room (65 servers) and Internal office (10+ workstations) using open source software solutions to reduce costs. Setup and maintained email, a listservs and disaster recovery utilizing backups to disk, tape and dvd.
