Manage program development activities, coordinates programs and WAC policies across regional boundaries to ensure statewide consistency, trains new staff and is an active member of TIB’s Management Team. Recommends, implements, and monitors policies and processes leading to successful performance management programs, including developing program goals, objectives and measuring program results. Leads business improvement and program development projects, and ensures compliance with procurement, contracting, internal controls, directives, and other business requirements. Directs operational functions, including internal and external communications, and outreach strategies. Provides support to all activities of the Executive Director and has delegated authority to perform such duties when the Executive Director is unavailable.

Manage oversight of all statewide programs and engineering activities. Establish and maintain partnerships, processes, and policies that enhance the development and implementation of transportation programs and projects. Provide guidance and direction to TIB and local agencies defining roles and responsibilities on transportation projects as specified I state law and policy. Provide support to all activities of the Executive Director and perform such duties when the Executive Director is unavailable.

Advise local agencies on their transportation projects, explain TIB rules and procedures to ensure compliance, analyze problems and assist customers with solutions.Review project plans, specifications, engineer estimates, requests for deviations from TIB design standards, updated cost estimates, and final reimbursement requests to confirm compliance with TIB rules and policies and federal standards.Conduct field reviews and analyze projects to make recommendations or provide alternatives regarding scope, cost, or use. Convey recommendations for changes to programs and project selection criteria.Review, desk rate, and field review project applications to determine final scoring and assist in the project selection process.Complete pavement ratings of small city inventory, compiling and analyzing pavement data.Prepare curriculum and conduct funding workshops to educate eligible cities and counties about TIB funding programs.Present project information and requests at board meetings.

Served as the statewide expert on roadway geometric design, responsible for researching, evaluating, making recommendations. Implemented geometric policies, standards, and procedures that were compliant with federal and state laws and federal guidance. Provided technical support to customers who apply and interpret WSDOT design standards.Represented the HQ Design Office in quality teams, focus groups, committees, and task forces.Reviewed and commented on draft policies at the federal level, such as AASHTO publications.

Reviewed designs of WSDOT, local agencies, and developers to ensure compliance to WSDOT design standards; Helped design teams and consultants interpret manuals and design policy.Participated on Value Engineering teams, reviewed and commented on Design Manual and Standard Plan revisions.Presented scope, schedule, and budget updates to region management; Completed field reviews, evaluated alternative design solutions; Reviewed and made recommendations regarding working design drawings.Lead a team to develop PS&E's; Coordinated workforce needs with other team leaders; Mentored and trained new Engineers.
