PROPOSAL PRICING:Pricing expert with diverse cost proposal experience and in-depth knowledge of Federal Government contracts and finance. Successfully completed over 100 cost proposals to numerous military and civilian federal agencies. Develop pricing strategy for all contract types, to include IDIQs, Task Orders, Sole-Source, Best Value, Low Price Technically Acceptable (LPTA), Firm Fixed price, Cost plus types, and Time and Materials (T&M). Ability to integrate with capture team to develop the work breakdown structure (WBS) and basis of estimates (BOE). Highly skilled in MS Excel and cost estimating. Strong understanding of FAR cost principles, cost accounting, and their practical application. INDIRECT RATES:Extensive record of building indirect rate models and successfully completing the required indirect rate submissions to the Federal Government. Seamless collaboration with internal stakeholders to structure budgets, build provisional billing rates, and complete the required annual incurred cost proposal. COST PROPOSAL ANALYSIS & EVALUATION:Provide Source Selection evaluation of offeror’s proposed cost volumes for Federal Contracting Officers. Conduct cost realism analysis to help determine the Government’s negotiating position for the proposed effort. Provide cost analysis to establish the reasonableness of offeror’s proposed price and generate clarifications for discussions.
