Lead and direct Enterprise-wide recruitment and professional development programs and initiatives advising on developing and implementing corporate recruitment and outreach plans. Advise and assist Senior Management and Executives on HR strategy, direction and tactics to support the organization's human resources goals and objectives. Advise and make recommendations related to current and future staffing needs and organizational needs.Meet with Human Resource professionals and officials within and outside the agency to settle matters involving significant or controversial issues in highly unstructured settings.Provide authoritative interpretations of Human Resource Policy, including advisory, consultative services of new or modified legislation or guidance material, such as U.S. Code, OPM, Department, Agency, and other laws, regulations and policies concerning agency or Department-wide HR issues.Provide technical guidance, determinations, and interpretations on program implementation and application of regulations. Address issues that significantly affect long-range implementation of human resources operational and policy programs. Participate in workgroups and councils to resolve complex HR policy disparities and differences in interpretation. Establish policies and practices that ensure a workforce that reflects the population of our country and maximizes its diverse talents.Well versed in the utilization of Data Analysis, establishing metrics to effectively assess work products and identify opportunities for innovation, efficiency and increased effectiveness. Analyze and evaluate assessments of the effectiveness and efficiency of human resources programs; create and implement internal review processes to ensure the integrity, quality and efficiency of the programs.Assign work based on principles, requirements of assignments, and capabilities of employees; and develop performance standards based on these.
