CurrentMr. Duffy currently assists the Pittsburg Water with lead remediation – related projects, including lead service line removal (LSLR) and Lead and Copper Rule/Revisions/Improvements (LCR-LCRR-LCRI)- compliance. Mr. Duffy has served Program Manager for almost $200 million in lead service line removal projects since 2018. He worked with Pittsburgh Water to develop procedures for the work that are industry leading and has worked with other utilities around the country to pass Pittsburgh Water’s lessons-learned to others. The LSLR Program included developing both construction and customer assistance capability to work at over 20,000 locations since the program start. The 2018 Program was consent order-driven and met all PA-DEP deadlines. The work includes successfully applying for almost $150 million in loans and grants from the Commonwealth of Pennsylvania. Under Mr. Duffy's direction almost 12,000 public and 8,600 private lead service lines have been replaced.Mr. Duffy assisted in managing Pittsburgh Water's Corrosion Control monitoring program and other aspects of the corrosion control treatment program. These efforts include overseeing the semi-annual LCR compliance sampling, developing a procedure for investigating individual lead exceedances inside homes and working to optimize both corrosion control treatment and the effort put into monitoring the distribution system. The program has been successful in achieving compliance sampling results at or below 5 ppb for the past several events.Other activities include refining the service line inventory in compliance with a consent order/LCRR in accordance with new PA DEP requirements, conducting 3 compliance rounds with 1st and 5th liter sampling to determine future rule impacts and assisting in the development of a school sampling program and a LSLR Plan.
