As Technical Services Manager for the Bureau of Environmental Services, I work with a team of dedicated professionals committed to developing a mission-driven, high-performance organization. We are leading the City in preserving and restoring the health of Portland’s watersheds by managing wastewater and stormwater to protect public health and the environment.I lead the Information Systems and Mapping Division which includes GIS, database, applications and data strategy and the Environmental Information Division which includes field operations, biological sciences, monitoring, data acquisition, site assessment and operations of the Water Pollution Control Laboratory.

As the Deputy CTO I manage and direct the operational divisions within the Bureau of Technology Services, focusing on improving the reliability of core services and increasing overall customer satisfaction. This includes: service management, development of the annual budget, monitoring Service Level Agreements, working with staff and customers to map current business practices, oversight of key bureau projects and initiatives, and implementing organizational changes and business processes to improve technology and business outcomes.In addition, I provide oversight for 6 divisions totaling over 145 staff including: Business Solutions Division, Support Center, Production Services/Data Center, Information Security, Project Management Office (PMO) and Bureau Administration. In support of workplace culture and the City's equity goals I am a member the BTS Labor Management Committee and the BTS Equity Committee.

Established an information technology project office within a centralized technology service organization of 220 technologists supporting an organization of 6000 employees in nearly 30 business units. Successfully implemented a project portfolio management processes to align resource supply with business demand to effectively prioritize and deliver maximum value for technology investments.

Interim oversight of a project office that manages a diverse and complex portfolio of public safety technology projects with a budget totaling 70+M. Projects include Computer Aided Dispatch replacement, Police records management systems, Fire records management systems and 800 MHz Radio network replacement

Established a project office to manage corporate applications and business transformation initiatives such as web portal, ecommerce, web2.0\social media and business systems proposal, evaluation, contract negotiations and implementations. Developed standard operating procedures for program, project and risk management as well as project lifecycle, reporting and performance metrics to align disparate groups and processes.

Provided program and project management for the city’s enterprise GIS initiative. Acted as primary interface between customers and the program to identity strategic opportunities and develop projects for GIS based applications and system integrations with existing business systems. Provided customer relationship management, business analysis, and project management for successful projects to integrate GIS with systems such as; asset management, permitting, work order management, public safety dispatch\ first responders, and web based mapping portals for public access.

Provided GIS program and project management to support the county’s Community Development Department. Developed annual work plans to identify projects and develop program budget. Provided applications development services to migrate automate processes such as online document mockup and review as well as developing interactive web based mapping applications to provide access to GIS and other public datasets.

Developed a GIS based decision support system to implement the State of Washington Growth Management Act. The system used GIS based analysis to classify parcels for development potential based on the criteria established in state policy. Prepared written and map based reports, presented results and analysis to county planners, bureau directors, county commissioners business and community interests.

Managed a project to create a parcel-based GIS for the City of Valdez Alaska, responsibilities included: project management, customer relationship management, requirements analysis, data conversion, development of an end user GIS application to publish and maintain data, provide mapping services, develop system documentation and provide training to end users. Provided analysis, data maintenance and application development services for a diverse group of clients including municipal, utility and federal government sectors. Performed business requirements analysis for the development of GIS applications, map and data products. Developed GIS software applications in AML, Avenue, and Visual Basic environments.

Successfully worked to implement a GIS organizational program for the City of Gresham Oregon. Worked with clients to perform needs analysis for the development of GIS data, maps and applications. Developed GIS software applications in AML, Avenue, and Visual Basic environments.
