Led the development of WMATA's Six-Year Service Improvement Plan and the transit asset conditions assessment strategy. Led the analysis for new transit service supporting a major DC redevelopment for WMATA. Led the operations analysis for the conceptual service plans and estimation of operating costs for the MBTA Rail Vision.

Completed a comparative evaluation of VIA Rail Canada's Train Services to Amtrak's routes in terms of financial performance, as well as benchmarking their performance using average and three levels of variable break-even load factors.

Plan and evaluate proposed route and service changes across Amtrak's national system and forecast financial performance, ranging from new routes and frequencies, changes in train consists and equipment assignments, and changes in on-board services and accommodations. Forecast payments for Amtrak's state funding partners. With the State Corridors Business Line, meet with Amtrak' state funding partners to present funding forecasts and develop service modifications to meet state funding availability and meet partner goals. Founder of Runways Transportation Company, responsible for managing the consulting practice to the passenger/public transportation industry and the operation of intercity passenger service between north and central Florida.

Re-designed fixed-route bus network to improve load factors; was part of team to take over the community transportation coordinator which became JTA Connexion; introduced and managed the Authority's first flex system, Ride Request; established the ChoiceRide program using a Job Access and Reverse Commute grant; expanded the use of automatic passenger counters; managed the implementation of Gyro's Hastus scheduling software, upgrading from GSched; managed the Y2K replacement and upgrade of the primary downtown's electronic passenger information display system, including LED signs for 18 bus bays and displays for the ticket office.

Began as Financial Analyst in the Corporate Planning & Development Dept. in 1992, and promoted successively to Senior Analyst, Manager, Route Performance Models, and Manager, Business & Market Analysis (transferring to Jacksonville, FL). Developed route costing models used to evaluate proposed rail passenger service expansions and frequency adjustments and forecast the financial impact of proposed service and frequency adjustments to reduce the Corporation's federal subsidy requirements for Amtrak. Coordinated the Atlantic Coast business group’s annual $70 million operating budget, $90 million revenue budget, and $8 million capital program for Amtrak. Developed operating cost projections for several proposed rail passenger services for the North Carolina Department of Transportation.
