Manage multiple construction project records; for $75 million or more construction contracted work; verifies contractor compliance with state and federal requirements such as managing DBE requirements in DMS, labor interviews and payrolls in LCP Tracker, Cuff Reports, as well as approving payment records throughout the month in Site Manager. Processes monthly estimates for payment to Contractor’s meeting monthly deadlines with supporting documentation. Reviews plans for proper payments and station numbers on entries made in daily work reports (DWR’s). Oversee material documentation to ensure materials used on the project are approved for use on each project as well as testing requirements are being met. Program used daily include, Microsoft Office, DMS, LCP Tracker, ProjectWise, Microsoft Teams, WebEx, Dropbox, Site Manager, Adobe Acrobat and Bluebeam.

Lead Contract Specialist managing contracts throughout the Odessa District. Lead team in planning yearly projects and handled plan reviews, planning a letting schedule annually, writing and submitting Special Provisions for approval from Division. Lead the work of three employees scheduling their work and duties in the office including a designer and two Contract Specialists. I was Lead Contract Specialist for projects in thirteen Maintenance Sections and three Area Offices. Setup and lead lettings and bid openings for projects in the Odessa District as well as making recommendations for award of contracts to Director. Lead the award and execution of contracts and also managed projects from start to finish which included issuing work orders, change orders, monthly estimates in Site Manager, overseeing projects for deficiencies, materials management, making sure major items were not exceeding bid quantity without an approved change order, managing material on hand making sure materials were on the approved list as well as making sure all material on hand was zeroed out by the end of the project by monitoring monthly estimates. Reviewed inspectors DWR's for accuracy. Performed audits on projects throughout the projects as well as perform a final audit on all projects. Managed the Odessa Districts Budgets for Roadway Materials, Maintenance Operations and Maintenance Projects and being within the 1% allowed annually during my 10 years in managing the budgets. I took part in the TXDOT Trainer Certification and became a State Certified Trainer in Contract Inspection and Contract Management training employees in districts all over the state in Site Manager, Inspection, Contract Management from start to finish and following TXDOT Plans and Specifications. Created District Standard Operating Procedures for Site Manager, Change Orders, Estimates, Inspection and Audits.

Managed Routine and Non Routine Maintenance Contracts for the Odessa District. My duties included meeting with Maintenance Supervisors and Area Engineers to see what their needs were for roadway work needing to be done and then I would create a list of projects by priority set by me and the Area Engineers for approval from the district. Once projects were approved I would setup a letting schedule and begin by getting field measurements, surveying and getting documentation to design the projects. I would then do the the Plans, Specifications and Estimate (PS&E) on all projects. Once projects were let I would inspect the projects as an inspector and be in charge of all records for these projects which included me managing materials, making sure the Contractor was doing the work according to TXDOT Plans and Specifications, Creating work orders, change orders, time suspension letters, completion letters and all correspondence for each project. I was also tasked with assisting our design team with Construction PS&E when needed. I lead the work of one inspector in the area office and planned the work of inspectors in thirteen maintenance sections throughout the district. I would perform sampling of materials for testing and was ACI Certified as well as Level 1A, Level 1b, and Level II for QCQA Hot Mix testing and Sampling. I trained inspectors throughout the district and reviewed all payments and project records for all Maintenance Projects throughout the district. I would perform audits throughout the projects and also perform an internal final audit prior o submitting to the district for their final audit.

Lab Technician certified in QCQA Level 1A, Level 1B, and Level II for the design, sampling and testing of hot mix at the Odessa District Lab. I was also certified in concrete testing by the American Concrete Institution (ACI). I would certify lab technicians and inspectors from the Area and Maintenance sections on soils, and concrete testing. Performed soil tests such as shrinkage, moisture content, gradations, proctors (Curves) wet ball mill, and nuclear densities. Designed black base designs and various hot mix designs. Performed all testing on hot mix, soils and concrete. Calibrated testing equipment at the district lab. I was a part of the Concrete research Team with the Materials and Test Division where we went out to projects for a a few weeks and made the 12inch and 8 inch cylinders as well as concrete beams to do research on whether TXDOT could stop using beams and 12" cylinders on projects. We also performed slump, unit weight, temperature, and air content on each truck.

Performed concrete testing such as making, curing and breaking concrete cylinders and beams. Designed concrete designs and tested all materials used for the designs including admixtures. Designed and performed hot mix testing on projects in the lab as well in the field. Served as lead lab technician on the State prison in Lamesa, Texas performing all testing including soils and concrete. Also performed hot mix testing on multiple airport projects. Performed Stress Relieving on pipe and also teste welders for certifications. I also trained new technicians.
