Serves as an emergency communications technical expert and advisor to the FEMA Region 9 Regional Administrator on national and regional disaster emergency communications requirements for regional states/territories to include Arizona, California, Hawaii, Nevada, American Samoa, Guam, Commonwealth of the Northern Mariana Islands, Republic of the Marshall Islands, and the Federated States of Micronesia. Advises FEMA Regional Administrator on status of National, Federal, State, Local, Tribal and Regional disaster emergency communications requirements and plans. Provides technical expertise in systems management for disaster emergency communications. Leads and facilitates projects designed to improve operations, plans, and exercises with emphasis on effective use of command, control and communications systems to meet FEMA needs. Serves as the principal advisor to the Regional Administrator on the employment of disaster emergency communications systems in support of first responder requirements. Coordinates meetings and work of the Regional Emergency Communications Coordination (RECC) Working Group designed to promote information sharing, solve complex interoperability issues, develop standards and advocate on behalf of the emergency management community to meet anticipated mission requirements. Converts Federal, state and local policies into operational plans, standards and instructions for new communication systems and provides recommendations to the Regional Administrator to ensure standardization, compliance, and uniformity throughout the Region 9 area of responsibility. Serves as project officer and contracting officer’s technical representative for the acquisition and integration of telecommunication systems, subsystems, and associated support systems.

Responsible for providing staff direction, coordination and advice command-wide relative to complex and advanced telecommunications and Command, Control, Communications, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C41SR) systems and networks; Project Manager/Officer and Lead federal representative for development and construction of Hawaii Anuenue statewide microwave network supporting emergency first responder public safety communications throughout the Hawaiian island chain. Developed plans, set priorities for projects, integrated communications systems/equipment, prepared budgetary justifications and coordinated allocation of resources in support of Coast Guard public rescue and hazard response requirements; Oversaw maintenance administration of circuit networks supporting Coast Guard National (public) Distress System radio communications requirements. Monitored command wide communications resources for integration planning and program development; coordinated, monitored and integrated Coast Guard Rescue 21 emergency communications radio systems into statewide microwave infrastructure. Reviewed and monitored development plans for the installation, interoperability, modification, rehabilitation, deployment and removal of digital voice telecommunications systems and digital microwave systems. Engineered 100+ customer circuits for the $130 million Alaska National Airspace Interfacility Communications System (ANICS); the first major satellite-based Air Traffic Control communications system in the U.S. Planned, engineered, designed, implemented and installed circuits at 53 ANICS remote sites for the Federal Aviation Administration (FAA) which resulted in savings of $15 million in commercial provisioning costs. Managed, engineered, reviewed and designed 120+ wire, satellite, fiber optic, microwave, UHF and VHF radio links that yielded up to a 99.99% circuit reliability rate for critical radar, communications and navigational systems. Selected, planned and designed voice and data circuit provisioning methods that supported communications network connectivity between 250 + remote facilities and 53 ANICS ground satellite stations. Developed cost estimate solutions that resulted in best value approaches for provisioning analog and digital telecommunications connectivity. Coordinated actions to reconfigure and transition FAA satellite data links between Alaska and Seattle satellite ground stations that significantly reduced overall bandwidth demand by 256 KBPS and lowered circuit operations cost by $35K. Monitored, troubleshot and resolved complex digital and analog telecommunications equipment and circuit outages on a daily basis; resulted in improvement of operational reliability and availability by 20 percent. Engineered, designed and facilitated installation of dual path satellite circuits that pioneered wideband internet protocol supporting LAN, WAN and weather data requirements for remote FAA sites. Worked independently and collaboratively to provide expert technical and electronics engineering expertise and advice to FAA decision-makers. Interfaced with local, state and federal representatives to assess statewide 911 capabilities resulting in clarification of national level circuit improvement plans.
