Tapped to lay groundwork for program to transform rebel Sudanese People’s Liberation Army into national army, set up/directed team of 400 international contract employees, establishing facilities and infrastructures to ensure long-term stability in newly autonomous, completely undeveloped region. *** Entering South Sudan alone, established contact with key stakeholders to gain support, set up facilities to accommodate incoming project team members, and hired key personnel to meet various needs of mission.*** Established essential services. Built satellite-based networks at 6 regional sites that provided the country’s first internal communications capability. Provided rebel army with 2.Built training facilities and launched construction of 3 headquarter sites for national army.*** With early successes, increased value of contract from initial funding of $7.5 million to $40+ million in first year. Lined up more than $23 million in downstream opportunities for following year.
