The Tax Practitioners Board (TPB) is an independent body reporting directly to the Assistant Treasurer and was established on 1 March 2010 to administer the Tax Agent Services Act 2009 (TASA). TPB Investigations and Enforcement team manages the regulatory and compliance functions of the TPB. This includes investigating alleged breaches of the TASA.

The workstream includes managing investigations and advising on AML/CFT processes and policy and sanctions matters for multinational clients. Provided strategic and tactical support, and consulting advice to a successful bid to a GCC policing service worth in excess of USD1.5m. Instrumental in negotiating and agreeing wide ranging collaboration and alliance agreements with a number of international partners to better pursue opportunities in the GCC market, including due diligence, KYC, assessments of business risks and market entry. Management of compliance with local and international legislation, engaging with external and internal counsel, compliance with internal ethical business conduct policies and due diligence of customers. Management of internal training to FIDS staff on topics including commercial and business best practice and contract fundamentals. Responsible for bid preparation and negotiating contracts for EY workstreams.

Responsible for Government and Public Safety Liaison in the Middle East/Africa region for Blackberry.Responsible for liaison and key stakeholder relationship management with regulatory bodies, law enforcement and security agencies for MENA, Africa, South Asia and SE Asia on issues impacting on the telecommunication and the IT sector for the region. Key duties involved interaction with policy and regulatory bodies for the introduction of new services and products into countries, and ensuring compliance with laws and regulations to allow successful launches in a number of complex jurisdictions.  Extensive experience with vendor management and selection for companies utilising Blackberry’s IP. Managed technical implementation of data access programs into various client sites across the GCC, Africa and South Asia.  Promoting and sales of Blackberry’s enterprise solutions to government sector clients. Managed market access issues for Blackberry in the UAE and Saudi Arabia under very intense regulatory scrutiny.

David managed a consultancy focusing on brand protection, corporate due diligence and investigations for multi-national companies. Continuing liaison with Gulf law enforcement agencies and authorities to further brand protection interests in the region.  Utilised multi-faceted, pro-active strategies including detection, disruption, exploitation and training to government agencies to support brand protection efforts according to client’s needs.  Clients included multi-nationals covering the FMCG, tobacco, automotive, clothing and telecommunication sectors.

Consultant for projects in the UAE encompassing risk and vulnerability assessments and recommendations on physical security systems for massive infrastructure projects. Planning for CCTV and access control systems for projects with interoperability with government infrastructure and meeting legislative requirements. Policy development for multi-national clients implementing security systems and protocols.  Business process re-engineering for clients reforming business practices and functions in the security domain.  Procurement management of new and emerging physical security technologies.  Project management for existing and emerging security contracts.

David was on a diplomatic posting attached to the Australian Embassy as the Senior Liaison Officer for the Australian Federal Police. David has twenty years of federal law enforcement experience in Australia and internationally. Prior to moving to the private sector, David had a diplomatic posting to the Australian Embassy in Abu Dhabi and managed the Australian Federal Police (AFP) Liaison Office in the UAE. He was responsible for law enforcement liaison with 12 countries in the Gulf and Horn of Africa.

David was an Australian Federal Police officer working in investigations, community and international policing. His law enforcement experience includes community policing, three UN missions as UN Civilian Police in Cyprus and East Timor, Federal Operations and investigations and has extensive experience in security & intelligence, close personal protection and he managed the AFP's Security Intelligence Team from both a state and national perspective. David helped manage the AFP’s response to major events such as the World Economic Forum in Melbourne in 2000, state events for the Sydney Olympics, and Centenary of Federation celebrations in 2001. Served three years as part of AFP's Airport Response Team at Melbourne International Airport, and represented the AFP at a number of intergovernmental working groups.He has completed courses from Australia’s National Counter Terrorism Committee (NCTC) on CT exercise management and joint intelligence teams, and is a qualified workplace assessor and trainer.David has extensive global investigative experience in a wide variety of transnational crime types including fraud, money laundering, drugs, counter terrorism and war crimes.Awarded the Australian Government Group Citation for Bravery – UN Service in East Timor, Police Overseas Service Medal, National Police Service Medal, Australian National Medal for diligent service to the Commonwealth of Australia for 15 years service, United Nations Medal for Service in Cyprus – United Nations Force in Cyprus – Civilian Police plus 2nd clasp and the United Nations Medal for Service in East Timor.

Ten years experience in the community policing domain including general duties policing, Police Search and Rescue, Bomb Squad, CID, Planning and task forces. Part of UN Civilian Police deployments to Cyprus in 1991 and 1996.
