Puerto Rico

Advising the Technical Compliance Advisor (TCA) for Sustainable Police Reform in Puerto Rico under the authority of the U.S. Federal Court.- Implementing court approved police monitoring methodology for over 500 reform targets.- Leading TCA efforts to request, receive, validate, and manage law-enforcement sensitive (LES) data.- Participating in site visits to Puerto Rico to assist with data collection and validation.- Assisting federal police monitors in analyzing data and developing reports for the court and the public.

Led an international team of researchers in the Monitoring and Evaluation of a police reform project run by the U.S. Department of State in Kyrgyzstan and Tajikistan.- Developed research plan and methodology.- Oversaw enumerator training and data collection in multiple research sites across two countries.- Worked with DOS officers (INL and EUR/ACE sections), their counterparts in host countries, and other stakeholders to ensure the collection of high-quality data.- Delivered reports and presentations that will inform DoS and INL decision-making.
