I am a proficient and practiced former UK Government civil servant specialising in all aspects of land administration and land registration with a particular focus on national level technical training programme design and delivery having worked for Her Majesty’s Land Registry in the UK for almost forty years. I am currently using those accumulated skills in an international context specialising in:• land administration and document registration systems• systematic registration• governance reform• policy development• legislative review and reform• working practice analysis• organisational development• training and development• mentoring of senior staff• management at senior level (400+ employees)In my 40 years in HM Land Registry I have gained extensive technical knowledge of Land Registration and hold a Diploma in Land Registration Law and Practice from the Chartered Institute of Legal Executives. I have been a training specialist since undergoing UK Civil Service training in Training & Education in 1976 and have since trained all grades of staff from clerical grades through to Land Registry Lawyers. In 1988 I lead a team of instructors in the Land Registry in the task of training the entire staff of Swansea Land Registry (some 650+ staff) as the Land Registry computerised its records and introduced a new processing system which, with updates and enhancements, is still in use to the present day.

Chief Registrar Of LandsForeign And Commonwealth Office / Government Of The Turks And Caicos Islands Nov 2012 - Dec 2012Turks And Caicos IslandsAs the Chief Land Registrar, responsibilities included the efficient running of the day-to-day business of Her Majesty’s Land Registry together with providing a technical overview of all land registration activities in the British Overseas Dependent Territory during a significant British Government intervention following a Commission of Inquiry involving serious land related fraud and abuses of power.The role also included overall responsibility for the registration of legal documentation resulting in updates to the land register, ensuring that all documents presented for registration are properly executed.Responsible also for ensuring that correct stamp duty and registration fees have been collected. Responsible for the supervision, training and development of Land Registry staff, advising on a training infrastructure and an active contribution to the preparation of the department’s annual budget and the monitoring of expenditure. Other key responsibilities were the assistance and co-operation in on-going investigations both criminal and civil with the relevant authorities and the provision of help and guidance on the creation of the new Land Administration structure within Turks and Caicos Islands. In addition the post had a significant management role with poor performance and motivation of current staff needing to be addressed. I personally processed a significant backlog of registrations which had built up due to leave, sick and other absence alongside the new daily intakes of work and was directly responsible to the Land Commissioner on all aspects of departmental performance. -

High Speed 1 (Channel Tunnel Rail Link) Registration Programme ManagerLand Registry Sep 2009 - Oct 2011UkScoping of the project and initial liaison with all stakeholders which included large business corporations, London Boroughs, other Boroughs and Councils, Secretary of State for Transport and the Environment and many legal representatives. The project involved 71 miles of high speed railway line and associated infrastructure. The development and production of a viable training and education plan for staff in the various organisations to successfully lodge the thousands of documents at Her Majesty’s Land Registry. This also included monitoring of lodged applications and subsequent revision of the original plan on a few occasions when unexpected technical issues or barriers were encountered. Responsible for the selection and training of a dedicated team of Her Majesty’s Land Registry staff to process the documentation to achieve registration of the railway line. Set up a training infrastructure to counter unexpected absence and to enhance knowledge and experience with a view to increase flexibility of project staff. Also responsible for the supervision and performance management of the HS1 Project team to achieve the standard of accuracy and timescale agreed in the contract with HS1 Limited and Her Majesty’s Government. Responsible for all project monitoring and reporting, security of documentation and quality control of the completed registration record and for the supply of information to stakeholders (including Her Majesty’s Government) on matters such as progress, accuracy of completed sections, compliance with completion milestones and expectation of achieving the project deadline. Responsible for the safekeeping, interpretation and registration arising from the final lease of the line which was valued in the region of GBP £1.25 billion. -

Lead a team of training instructors in the preparation of practical guides for practitioners to help them lodge accurate and error free applications.External organisations included London Underground Limited, Welsh National Assembly, many major local authorities and councils, British Airport Authority, British Ports Authority, City of London, Church in Wales, National Parks Authority and numerous City Councils. -

Technical Team ManagerLand Registry Mar 1998 - Oct 2003UkManagement, development and supervision of a team of highly experienced staff on the most complex and high value casework within Her Majesty’s Land Registry. The disposal of this casework was done to specific deadlines and quality due to its complexity and sensitivity to the customer.Responsibilities also included managing the Swansea Regional Office in conjunction with a team of 6 others in all aspects of the business – performance management, training and development, quality, leadership, customer liaison, development of new systems. The role also encompassed personal responsibility for training policy and the technical development of the entire staff (500+). The office at the time of appointment was a poor performing one in terms of efficiency and meeting production targets. As a team we developed a training policy to upskill many staff so that complex applications could be dealt with in a more effective manner and my personal contribution weighed heavily on the design and implementation of a series of workshops and programmes to most effectively meet this policy. As a consequence, over a period of 2/3 years the Office began its rise in the rankings of efficiency and effectiveness, ultimately resulting in it being awarded several prestigious project applications and became the “go to” office for guidance on managing large scale technical projects – HS1, London Underground, and numerous other large property portfolios. Other responsibilities included the processing of complex legal and technical casework formerly dealt with by Land Registry Lawyers and I gained a Diploma in Land Registration Law and Practice awarded by the Institute of Legal Executives (ILEX) in the UK. -
Land Registration Practice Training Manager - LawyersLand Registry Feb 1984 - Sep 2000UkFor all aspects on new Lawyer level entrants to Her Majesty’s Land Registry beginning from initial employment to “signing off” as competent – usually some 3 to 4 months of intense training. Responsible in the design and delivery of bespoke training packages commensurate with the lawyer’s experience and ability. Experience of such packages enabled a “template” for such training to be put into place and, in conjunction with senior lawyers and the Land Registrar, put together a modular infrastructure; this proved invaluable as many lawyers were recruited at the time to meet rising intakes of applications fuelled by the “property boom”.The role was performed in several locations in the UK. Responsible to report back to the Land Registrar at each location on all aspects of performance of lawyer trainees and ultimately to recommend the individual for acceptance for duty or further training. -
