About Lesley Malpas

I am a solicitor with 40 years’ experience covering a broad and varied range of legal work. In 2011 I also completed a Masters Degree in Business Administration with Henley Management College. I am an experienced former United Kingdom government civil servant with strong technical skills, management, and project expertise with a proven record of contributing to and delivering innovative electronic services within Her Majesty’s Land Registry (HMLR). I have also worked in private practice dealing principally with commercial and domestic conveyancing and for a major city council within the United Kingdom where I managed a team of lawyers and provided expert legal advice and support on multi-million pound redevelopment projects. My principal areas of expertise include land registration law and practice, property and land conveyancing, local government property law and practice, development of electronic services for HMLR, projects exploring future digital services for simplifying conveyancing and land registration for property professionals, and developing the acceptance and use of electronic signatures within the conveyancing sector.I am an effective negotiator, experienced in using my skills to deal with contentious land registration applications and complaints, clarifying issues between parties involved in land and property disputes persuading disputing parties to look at the wider picture. I have represented HMLR at arbitration hearings advising independent arbitrators on land registration issues. I have attended land dispute hearings and prepared orders (similar to orders made by the courts) recording settlements and decisions following hearings.I have well developed leadership and management skills gained in private practice, as a senior team leader in local government and leading a corporate and commercial legal team at HMLR. I have extensive project experience, and work well with others, inspiring confidence. I have worked on numerous multi-disciplinary projects providing legal and technical expertise, contributing to the design, development, and introduction of digital land registration services.I have drafted clear and concise training material supporting new services. I was responsible for developing and delivering training to the Customer Support Centre staff when HMLR introduced its electronic services.I left HMLR in April 2021 and have recently joined Teraquad as an international consultant advising on land administration matters.
