I am a solicitor with 34 years’ experience specialising in land law and land registration practice, policy and operational delivery with Her Majesty’s Land Registry (HMLR) in the United Kingdom and international legal consultancy.I graduated in law from University College Wales, Aberystwyth and joined HMLR on qualifying as a solicitor in 1989. In 2010 I completed a Master’s Degree in Business Administration at Henley Management College.I have extensive board level experience, providing authoritative impartial legal advice drawing on my unique knowledge, experience and sound judgement. My principal areas of expertise include land law, land registration practice, dispute resolution, managing risk, fraud resilience, national policy development, drafting legislation, corporate governance and land administration related digital technology. I have a proven track record of developing practical solutions to complex legal and operational problems with a strong focus on meeting customer needs. I am a team player who works collaboratively to get results. I have advised on many large scale land registration projects, and advised on, and conducted litigation on behalf of the Chief Land Registrar. I have extensive experience of disputed land registration applications, often finding solutions by helping the parties reach agreement without the need for a judicial hearing, saving time and costs. I have made quasi-judicial decisions, preparing and serving reasoned judgments and binding orders (like orders made by courts).I have very strong leadership and management skills that I have developed in the senior, national government roles I have held over the last 15 years. I have significant training experience, having presented at many internal and external conferences and events. I have developed training programmes for both staff and citizens at all levels, including an award winning legal apprentice scheme in 2019 - one of the first in the public sector.I was at the forefront of HMLR’s response to the many unprecedented challenges that the Covid-19 crisis presented, introducing new practice in July 2020 allowing, for the first time, all transfers, mortgages, and leases of land and property in England and Wales to be signed with electronic signatures. I also oversaw many other wide ranging practice changes to help HMLR’s customers carry on doing business while working from home.I left HMLR in April 2021 and joined Teraquad in 2022 as an international consultant advising on land administration matters.
