Direct 1,650 contract personnel and 26 naval officers for large-scale project. Manage programs and contracts through full life cycle, overseeing strategic direction and planning, issues management with root and causal analysis, organizational safety performance, program development and execution, policy and procedure formulation and implementation, and human capital management.• Provided complex quantitative and qualitative analyses to measure project effectiveness and efficiency. Sought root causes of problems with organizational policies and processes and worked to resolve them.• Designed and delivered short- and long-term career and professional development strategies and training plans for 20+ naval officers. Conducted yearly professional counseling and personnel performance appraisals.• Advocated for access to services as military liaison, negotiated with internal and external individuals and groups, and authored written materials impacting training, strategic planning, program operations, and resource management.• Ensured facility activities were operated safely, effectively, cost efficiently, and in compliance with applicable regulations and laboratory standards, policies, and operating procedures.

Provided nuclear engineer oversight of all aspects of shipyard industrial maintenance and repair. Advised on short- and long-range planning to support facilities management and operations.• Identified and returned $26M in surplus supply parts, enabling other facilities to use them applicably.• Redesigned shop layout, realizing 25% efficiency gain in processing work.
