Supported NIH/NITAAC in their Assisted Acquisitions Office awarding task orders for IT services against the CIO-SP3 and CIO-CS GWAC vehicles for DoD and Civilian clients.

I supported IMS clients including work in the NIH/NITAAC Assisted Acquisitions Office awarding task orders for IT services against the CIOSP3 GWAC vehicles for DoD and Civilian clients. I also supported NOAA in its award of multiple award IDIQ's for its Professional and Technical (ProTech) Weather Domain services. Work at NOAA also included awarding a strategic sourcing vehicle for Administrative and Professional Services for use by NOAA nationwide.

I provided Quality Control of Academy training content and audited classroom teaching.

I primarily counseled junior/mid-graded Federal employees working in NITAAC’s Assisted Acquisitions group in the award of orders for IT services against their CIO SP3 GWAC vehicle.

I supervised a staff of Contracting Officer's/Specialists in the award and administration of contracts, blanket purchase agreements, delivery/task/purchase orders, and interagency agreements. My group was responsible for NSF base operations. This included IT, a wide variety of professional services (such as program evaluations, surveys, conference services), and simplified acquisitions. I extensively used online tools and e-procurement forums, including GSA’s eBuy, GSA Advantage, FedBid, FBO, GWACS (i.e., NASA SEWP, STARS), an automated procurement system (AAMS), Oracle Financials, and CPARS/PPIRS. Awards made in my group ranged from simplified acquisitions to multi-million dollar contracts awarded through best value/tradeoff mechanisms. Contracts were priced using firm-fixed-price, time-and-material, and cost-reimbursement arrangements.

I started at PBGC as a Senior Contract Specialist and rose to Deputy Director of the Procurement Department. I supervised all of the acquisition personnel and served as a Warranted Contracting Officer with unlimited dollar authority. I oversaw all of the Corporation’s acquisitions. Actions were typically awarded via GSA Schedule and FAR Part 15 negotiated procedures. Performed a variety of other management functions such as preparing corrective action plans to resolve OIG audits.Recipient of:- Corporate Recognition Award presented to the cross-departmental team in the design, development, and implementation of PBGC's Consolidated Financial System.- Customer Service Excellence Award presented to the Bethlehem Steel Processing Team.- Meritorious Service Group Award presented to the Premium Compliance Team.

I awarded an extensive assortment of contracts with an emphasis on IDIQ arrangements and A&E selection procedures.Recipient of:- Department of Commerce Bronze Medal for the certification of a NOAA Weather Radio transmitter manufacturer in support of expanded broadcast of weather warnings to the U.S. population.- NOAA Administrator's Award for significant contribution to the National Year of the Ocean Conference.- Department of Commerce Partner's in Quality Contracting Award for promoting outstanding performance, customer service, and partnership.

Hired into their Contracting Intern Program and rose to Supervisory Contracting Officer/Chief, Mapping, Charting, and Geodesy Contracting Division. Numerous assignments as a Contract Specialist, Policy Analyst, and Small Business Specialist.
