HUSKY, SUPERIOR REFINERY REBUILD PROJECT, SUPERIOR, WISCONSIN, INTERFACE MANAGERThis is a fire-rebuild project of the Crude, FCC, OSBL units that were damaged in a fire in April 2018 estimated at approx. $740MM. Worley is providing engineering (all phases), procurement, and construction support. The prime objective of the project is to complete all necessary activities to bring as much of the plant up as possible as well as minor debottlenecking. As the interface manager, I was responsible for identifying, documenting, and ensuring all interfaces (hard and soft) between the Rebuild project and any other projects being executed at the site during this timeframe; thus, ensuring engineering quality. Over a dozen interfaces entities were identified with several hundred interface points and each was actively tracked and managed. Additionally, I launched an interface management software tool called Coreworx to manage the specific interfaces to ensure accountability among the various projects and provide auditability.

NOURYON (FORMERLY AKZONOBEL), SMALL-CAP ALLIANCE, HOUSTON, TEXAS, ALLIANCE MANAGERThis alliance consisted of a small-cap construction crew, a maintenance crew, baggers and operators, as well as the management team which included a Project Controls Manager and two Project Engineers at the site. Engineering and procurement activities were performed utilizing resources in the home office to reduce cost. I managed a project portfolio of approximately 50 projects ranging in TIC from $50k to approx. $2MM. I aided in the development new work processes and templates that reduced the engineering costs and delivery timeline to better align with small-cap execution. I worked closely with both the client Engineering Manager and Plant Manager to develop a project portfolio plan for a 2-year timeframe. I led a team that successfully executed work during this time period with 0 safety incidents at both the site and the home office.

CHEVRON, OPTIMIZATION OF AUTOMATED SAFETY INSTRUMENTED SYSTEMS (OASIS), SALT LAKE CITY, UTAH/EL SEGUNDO AND RICHMOND, CALIFORNIA/PASCAGOULA, MISSISSIPPI/BURNABY, CANADA/KAPOLEI, HAWAII/CAPE TOWN, SOUTH AFRICAThe program consisted of Pre-FEED (Phase 2) and FEED (Phase 3) engineering packages with cost estimates, Detailed Engineering and Procurement (Phase 4), and Construction Support (Phase 5) for approximately 213 process units. The objective of OASIS was to ensure that all process units at each site are compliant with the ANSI / ISA-84 standard (Functional Safety: Safety Instrumented Systems for the Process Industry Sector). I managed development and completion of Phase 2 and Phase 3 engineering deliverables for the Program (i.e. all seven sites), leading a team of senior process engineers, multi-discipline engineers, and estimators. Additional complexity was added when a select group of units at two different sites was pulled out of the Program and accelerated to meet the 2017 / 2018 turnarounds. I managed the “Accelerated” projects through Phases 4 and 5, meeting the permitting, internal client, and construction dates while maintaining budgets. Additionally, I ensured technical and commercial integrity in compliance with and adherence to the project scope, project specifications, accepted good engineering practices, and Chevron’s work processes, project schedule, and overall budgets. NOVUS, PROJECT NEWTON, GREEN LAKE, TXThe project consisted of three units – Alimet, HCN, and OSBL which Jacobs performed front end engineering services. I managed the Management of Change (MOC) process for the Alimet, HCN, and OSBL units. Over 5300 MOCs were identified post-HAZOP. I managed the MOC process from inception to incorporation into engineering deliverables. Additionally, I managed the organization, development, and handover of the engineering deliverables to the client.

Jacobs provided front end engineering services (FEED) for this project. I managed the FEED effort for two of the process units (Halobutyl Rubber and MTBE) of this major elastomer program, culminating in the issuance of ITBs (Invitation to Bid) to multiple global contractors and the corresponding technical evaluation of the lump sum EPC bids.OFFICE CHÉRIFIEN DES PHOSPHATES (OCP), STRATEGIC INVESTMENT PROGRAM PROJECT – DOWNSTREAM PLANT PROJECT, MOROCCO, (EXPAT. ASSIGNMENT IN CASABLANCA, MOROCCO)A Project Management Consultant project whose scope included a terminal station, a filtration unit with press filters, a drying unit with flash dryers, cyclones, pelletizers, bag houses, a Flue Gas Desulfurization unit (FGD), wet phosphate and coke stockpile reclaimers / stackers, and a conveyor belt system that processes 8.0 – 10.5 MTPA phosphate ore. I managed and coordinated multi-discipline engineering activities to ensure the project was executed in a safe, efficient, cost effective, and timely manner. I coordinated the technical oversight of the FEED contractor and the EPCM contractor deliverables by the engineering disciplines.BP, ASSET INTEGRITY DOCUMENT DEVELOPMENT PROGRAM, TEXAS CITY, TXA multi-year effort, which involved collaboration by Jacobs and the client to develop documentation for the Process Safety, Asset Integrity, Inspection, Engineering, Quality Assurance / Quality Control, and Protective Systems departments based on the OSHA 1910.119 requirements. I scheduled and tracked completion of the documents, managed project personnel ensuring product quality and timely completion of documents, developed execution strategies to meet the client’s schedule for document completion, and reviewed the annual budget.

EXXON MOBIL, FCCU-3 NOX NEW SOURCE REVIEW (NSR) PROJECT, BAYTOWN, TXThis was a direct hire EPC project to reduce NOx emissions from the FCCU-3 unit at the Baytown refinery by installing two parallel Select Catalyst Reactor (“SCR”) trains. I managed production of the turnaround construction packages to be used by the client and field contractors in planning turnaround construction activities / schedules.PETRO-CANADA OIL SANDS, INC., FORT HILLS PHASE II UPGRADER PROJECT, EDMONTON, ALBERTA, CANADAThis was a Conceptual Design Phase project with approximately 65,000 man-hours to produce a +30%/-15% estimate deliverable. I ensured the technical compliance with project scope, project specifications, accepted good engineering practices, and our clients’ work processes. I managed project schedule and overall budget while acting as the Interface Engineer coordinating with engineering contractors from PCOSI Fort Hills Upgrader Phase I and engineering contractors in the subsequent stage for PCOSI Fort Hills Upgrader Phase II.LYONDELLBASELL, SMALL-CAP PROJECTS ALLIANCE, TX A small capital EPC project alliance at four plants in LyondellBasell’s East region. I managed the EPC of 10 multiple small capital projects which included approximately 40,000 engineering hours. I developed and managed workhour budgets, cost budgets, and detailed project schedules, managed engineering design to the project’s scope while adhering to quality, safety, and design specifications, and managed the procurement and subcontract processes.

SINOPEC ZHENHAI REFINING & CHEMICAL CO. (ZRCC) / LYONDELL CHEMICAL COMPANY JOINT VENTURE, POSM PDP PROJECT, NINGBO, CHINA, LEAD PROCESS ENGINEERPreparation of a Process Design Package (PDP) for the design and construction of a new grass root Propylene Oxide Styrene Monomer (POSM) unit. I developed Process Flow Diagrams, Material Selection Diagrams, utility balances, and equipment datasheets. Additionally, I coordinated with the client and various engineering disciplines (mechanical, electrical, etc.) daily.BP, CANADIAN EXTRA HEAVY OIL PROJECT (CXHO), WHITING, INDIANA, LEAD PROCESS ENGINEER – UTILITIESFront-end activities for the Whiting refinery portion of BP’s multi-refinery conversion to process ~70% Heavy Canadian crude. This program included a coker, hydrotreating units, sulfur recovery, and several other unit revamps, plus major additions / revisions to the refinery infrastructure while modifying the utility systems (fuel gas, steam, hydrogen). I managed process engineers working on the steam and hydrogen systems, created refinery balances for the various utilities and presenting solutions to the long/short positions to the client, and led coordination efforts with a BP Whiting Works project to create a more reliable Fuel Gas system. Additionally, I identified problems with the client’s current Fuel Gas system and presented solutions to them to create a more reliable system with a greater consistency of Fuel Gas content.

TPC, CDALKY (SULFURIC ALKYLATION TECHNOLOGY)Development of a new sulfuric acid alkylation technology from ABB Lummus Global. I aided in the development of a global marketing strategy by forecasting future demand and identifying potential clients. I performed various economic analyses to assist in the identification of the most feasible course of action in relation to marketing, product development, and project implementation. MULTI-CLIENT, CDTECH PROPOSAL DEVELOPMENTProposal development for the proprietary CDHydro/CDHDS+ gasoline hydrodesulfurization process, CDMTBE, and CDETBE processes. I coordinated proposal development with various internal departments and performed simulations and all necessary process calculations. ASSIGNMENT THE HAGUE, THE NETHERLANDS)Front End Engineering Design project relocating an ex-Mobil refinery from Woerth, Germany and integrating it with new units to meet Euro norms and offer flexibility for processing in Cuddalore, India. I led a team in design of OSBL storage facilities which included simulations, material balances, equipment design, PFDs, and P&IDs. SHELL NEDERLAND CHEMIE B.V., SERAYA, JURONG ISLAND, SINGAPORE (EXPAT. ASSIGNMENT THE HAGUE, THE NETHERLANDS)Front End Engineering Design project for a refinery upgrade that included an engineering package which optimized production of ethylbenzene, styrene monomer, and propylene oxide.
