We planned, programed and executed all aspects of sustainment, modernization and configuration control for the PARCS missile warning radar located in Cavalier, ND; a key sensor for the Integrated Tactical Warning Attack Assesment (ITWAA) network. We provided cost, schedule and technical performance oversight for 14 projects valued at $35M per year and forcasted projects for 6 years estimated at $210M.

This job consisted of my first experience with the intricacies of weapons development. Specifically, Offensive Counter-Weapons of Mass Destruction. Think: eliminate a chemical weapons facility from long range without releasing the agent contained in the facility. This position involved learning new-to-me information about chemical agents, chemical make-up of anti-agent technologies, air-delivered weapon handling and employment as well as autonomous systems. There was so much more to this job and the learning curve was almost vertical. What a great job! I also was humbled to win the prestigious Lance P. Sijan Leadership Award for the Defense Threat Reduction Agency in 2013.

This was my first opportunity in a real leadership position. I directed the daily operations for a selectively-staffed (and now cancelled) Air and Space Basic Course professional education squadron. My biggest accomplishment here was developing and implementing the course's first Distinguished Graduate program. We developed a mathematical program to measure and determine the top 10% students out of 700+ every class, 6 times a year.

With zero experience as a project manager, the Air Force sent me to a 4-week school to learn the basics then assigned me to a program office managing modifications to the fleet of MC-130H Combat Talon II special operations airplanes. I was still trying to figure out what cost, schedule and performance meant when they gave me a project and said "go". After a few more weeks of learning the reporting aspects, figuring out how to present status, and climbing around the aircraft learning the technology, I started to get the hang of it and successfully completed multiple modifications. A fantastic position to learn the basics.

I thought; "great, the guy running through the jungle with a radio on his back who gets shot first." Of course, it was nothing like that. I ended up working in a repair shop troubleshooting and repairing air traffic control radios, among other things. It turned out great and I ended up revisiting what I learned about electronic fundamentals and RF propagation 20 years later as a Branch Chief in Acquisitions.
