FHA, Office of Multifamily Housing Responsible for developing and interpreting policy and regulations related to FHA’s various multifamily programs.  Involved in Risk Mitigation policy implementation. Created the National Loan Committee underwriting system known as the Wheelbarrow and led training for staff in all 51 program field offices.  As part of the Tax Credit Pilot Program working group, helped shape program guidelines; now involved in implementation.  Responsible for updating Section 223(a)(7) guidance. Provide advice and analysis on the development of performance review systems relating to application processing efficiency; on Lender Quality review, on large loan review, and portfolio and pipeline composition and risk issues.  Member of various teams relating to the design and update of HUD’s loan application processing system.

 Responsible for securing financing for developers and acquiring properties for investors.  Originated and closed approximately 60 transactions raising over $100,000,000 of equity and debt for low-income housing tax credit or historic tax credit projects. Transactions include the Tobacco Row historic rehabilitation in Richmond and numerous housing developments in Philadelphia. Developed computer models to project partnership cash flows that were more sophisticated than those offered by the major accounting firms.

 Housing Vermont, a non-profit, is the largest developer and syndicator of Affordable Housing in Vermont with annual development budgets of approximately $20 million. Helped develop a strategy for utilizing New Markets Tax Credits, a US Treasury program to spur development in lower-income areas; managed the successful application for a $30 million allocation of tax credits from the US Treasury.

 Responsible for property acquisitions and new business in the northeast section of the United States and for financial analysis and investment committee presentations.

 Managed our structured finance relationships with FNMA, Freddie Mac, and other issuers; Coordinated trading desk, issuer, and marketing efforts; New issue volume increased from less than $500 million to over $10 billion.
