Overall responsible for task management and technical task execution of Radiance employees and multiple subcontractors supporting the U.S. Army Space and Missile Defense Command / Army Strategic Command (USASMDC/ ARSTRAT). Responsible for day-to-day program execution including government contracting interface and development of all deliverables; allocates, monitors, controls, and reports program resource expenditures in addition to ensuring product quality and on-time delivery. Reviews and assesses acquisition strategies for completeness of detail, optimal coordination and concurrency with established fund allocations and schedules. Coordinates acquisition strategies to ensure they are integrated with mission, performance, cost, and schedule goals; and across Government Master Plans. Reviews and assesses strategies to assist program managers in justifying and obtaining Government funding. Performs and actively monitors funding executions; and builds, coordinates and manages an annual S&T organizational-level budget, which includes POM and customer fund. Matches investment strategies with program roadmaps and schedules, and justifies budget plan and execution with Government agencies.

Provided protection and systems acquisition functional expertise to support concept, combat, and materiel developments. Served as a Protection Expert, Senior Analyst, and Senior Writer in support of Integrated Unit, Base, and Installation Protection (IUBIP); Base Defense; Base Camp; Forensics; and Joint and Army Protection efforts. Served as the primary writer for the IUBIP Functional Solution Analysis (FSA), Initial Capability Document (ICD), and DOTmLPF Change Recommendation (DCR). Authored the 2010 Army Functional Concept (AFC) for Protection. Developed and wrote future strategic and operating concepts in support of Joint and Army protection efforts; conducted research and mission needs analysis to support the generation of capability requirements; facilitated group efforts to determine and mitigate protection gaps and shortfalls in the domains of doctrine, organizations, training, materiel, leadership and education, personnel, and facilities

Served as a Transition Manager for Program Manager, Night Vision / Reconnaissance, Surveillance, and Target Acquisition (PM NV/RSTA). Served as the primary lead to facilitate the transition of materiel systems. Developed acquisition and contractual documents. Developed, coordinated, and presented briefings with potential customers. Developed and coordinated agreements in support of transition initiatives. Reviewed and assessed military needs, requirements, and lessons learned in order to make informed recommendations to program managers/decision makers.

Served as the deputy program manager for Advanced/Joint Concept Technology Demonstrations (ACTDs/JCTDs) in support of USASMDC/ARSTRAT. Provided day-to-day management of future warfare technology programs. Planned, coordinated, and directed the research and development activities of over 50 contract and industry personnel, as well as funds over $100M. Conducted interagency coordination; and performed tasks to support systems integration and development – including contract, scheduling, systems configuration, risk mitigation, research, and materiel acquisition activities

Managed and led the Army’s nonlethal materiel acquisition programs and systems. Planned, coordinated, and directed materiel testing (developmental and operational); and reliability, availability, and maintainability (RAM) assessments. Provided Army and Joint functional expertise for nonlethal, protection, and security related matters. Led and supervised assigned military, civilian, and contract personnel supporting nonlethal program developments. Evaluated, developed, and documented capability requirements consistent with JCIDS in support of nonlethal and protection DOTMLPF needs. Assessed, identified, and recommended solutions to reduce or eliminate technical and programmatic risks, and improve cost savings. Managed Army nonlethal programs totaling over $60 million.
